That Report TR-91-90 be received; 2. That Robert E. Young Construction Ltd., Ennismore, Ontario, with a total bid in the amount of $133,050.00 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-41, be awarded the contract to provide Gravel Crushing and Hauling, as required by the Town of Newcastle; and 3. That the funds expended be provided from the approved 1990 Public Works Road Maintenance Construction budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in four (4) local papers and called for the Gravel Crushing and Hauling contract as required by the Department of Public Works. The work consists of gravel crushing and hauling. In addition, gravel will be stockpiled, used for resurfacing projects, shoulder maintenance and will be allocated for numerous requirements. Tenders were invited from seven (7) contractors based on a compiled list of bidders. Bids were received and tabulated as follows: Bidder Total Bid Amount Robert E. Young Construction Ltd. Ennismore, Ontario $ 133,050.00 Harnden and King Construction Cobourg, Ontario 718 $ 137,040.00 Page - 2 - TR-91-90 TENDER NW90-41, GRAVEL CRUSHING AND HAULING In checking the previous years records, two (2) bids is the usual response for this tender. The reason for the lack of response is that any of the contractors able to do gravel crushing are basically crushing for their own use. This type of situation does not allow them to move their crusher to the Town's gravel source. The total funds required for Tender NW90-41, Gravel Crushing and Hauling are included in the Department of Public Works Gravel Patching and Resurfacing account, as well as various other construction accounts, from which there are adequate funds available. The Treasurer has reviewed the funding and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. The unit prices bid represent an approximate eight percent (8%) decrease over the previous year. After review and analysis of the tenders by Public Works and Purchasing staff, it was agreed that Robert E. Young Construction Ltd., be awarded the contract to provide Gravel Crushing and Hauling as required by the Town of Newcastle Public Works Department.
