That Report TR-86-90 be received; 2. That Robert E. Young Construction Ltd., Ennismore, Ontario, with a total bid in the amount of $107,800.00, being the lowest responsible bidder meeting all terms, conditions and specifications of the Region of Durham Co-Operative Tender WD79-90, be awarded the contract forthwith, to supply, deliver, mix and stockpile winter sand, as required by the Town of Newcastle for the 1990/91 winter season; and 3. That the funds be drawn from the Public Works approved Winter Maintenance accounts for the 1990/91 winter season requirements. BACKGROUND AND COMMENT: Tenders were called on a co-operative basis by the Region of Durham, which included the requirements of the Town of Newcastle, for the supply and delivery of winter sand. The following tenders were received and tabulated as follows: /19 Page - 2 - TR-86-90 REGION OF DURHAM CO-OPERATIVE TENDER WD79-90, SUPPLY AND DELIVERY OF WINTER SAND Bidder Total Bid - Spec I (includes cost to mix and stockpile in domes) Robert E. Young Construction Ltd. Ennismore, Ontario $107,800.00 Harnden and King Construction Cobourg, Ontario $113,630.00 James Dick Construction Limited Brooklin, Ontario $125,400.00 Dufferin Aggregates Downsview, Ontario $127,050.00 (does not include mix and stockpile) After review and analysis of the bids by Purchasing and Public Works staff, it was agreed that Robert E. Young Construction Ltd., Ennismore, Ontario, be recommended for the contract to supply and deliver winter sand to the Town of Newcastle, as required by the Department of Public Works. The required funds will be drawn from the Public Works approved Winter Maintenance accounts for the 1990/91 winter season requirements from which there are adequate funds available. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. A forthwith approval is required due to the approaching winter season. The prices tendered reflect an average decrease of approximately 19% over those tendered in 1989. The subject contractor has previously supplied satisfactory service to the Town of Newcastle.
