RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-84-90 be received;
2. That Canadian Salt Company Limited, Mississauga,
Ontario, with a unit price of $32.84 per tonne, being
the lowest responsible bidder meeting all terms,
conditions and specifications of Region of Durham
Co-Operative Tender WD80-90, be awarded the contract
forthwith, to Supply Bulk Sodium Chloride to the Town
of Newcastle, as required by the Department of Public
Works;
3. That T.H. Forsythe Limited, Pickering, Ontario, with
a unit price of $ .74 per tonne to Bowmanville Yard,
$1.21 per tonne to Orono Yard and $1.21 per tonne to
Hampton Yard, being the lowest responsible bidder
meeting all terms, conditions and specifications of
Region of Durham Co-Operative Tender WD77-90, be
awarded the contract forthwith for Delivery of Sodium
Chloride to the Town of Newcastle, as required by the
Department of Public Works; and
4. That the funds be drawn from the Public Works approved
Winter Maintenance Accounts for the 1990/91 winter
season requirements.

BACKGROUND AND COMMENT:
Tenders were called on a co-operative basis by the Region of
Durham, which included the Sodium Chloride requirements of the
Town of Newcastle. The following tenders were received and.
tabulated as follows for approximately 6000 tonnes of Sodium
Chloride as required by the Town of Newcastle.

After review and analysis of the bids by Purchasing and Public Works
staff, it was mutually agreed that the low bidder, Canadian Salt
Company Limited, Mississauga, Ontario, and T.H. Forsythe Limited,
Pickering, Ontario, be recommended for the contracts to Supply and
Deliver Sodium Chloride to the Town of Newcastle. The required funds
will be drawn from the Public Works approved Winter Maintenance
accounts for the 1990/91 winter season requirements from which there
are adequate funds available. The Treasurer has reviewed the funding
requirements and concurs with the recommendation. Queries with
respect to department needs, specifications, etc., should be referred
to the Director of Public Works. A forthwith approval is required due
to the approaching winter season.
The tendered prices of $ 32.84 per tonne for the Supply of Sodium
Chloride is a 5% increase from the 1989 prices. The tendered prices
of $ .74, $1.21 and $1.21 per tonne for Delivery of Sodium Chloride
represents a 0% increase from the 1989 prices.
