BOWMANVILLE RECREATION COMPLEX
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-73-90 be received;
2. That Ron Robinson Limited, Oshawa, Ontario, with a bid
in the amount of $168,845.00 being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW90-28, be awarded the
contract for Ballpark Lighting, Fencing and Walkways,
as required by the Department of Community Services;
and
3. That the funds be drawn from the Community Services Lot
Levy Account #7603-00001-0516.
BACKGROUND AND COMMENT:
Tender specifications were provided by Phillips Barratt Kaiser
for the Ballpark Lighting, Fencing and Walkways at the
Bowmanville Recreation Complex, as required by the Department of
Community Services.
Tenders were publicly advertised in all four (4) area newspapers.

Subsequently, tenders were received and tabulated as follows:

$168,845.00
Other associated costs estimated at $8,000.00 for Engineering
Services, were provided for in the Department's Administration
budget for consulting services account #7602-00000-0247.
The required funds in the amount of $168,845.00 will be drawn
from the Community Services Lot Levy Account #7603-00001-0516 and
are slightly over the $168,000.00 allocated in the 1990 Community
Services Capital Budget, as reflected on page 178 of the Capital
Budget, composed of:
Screening
Walkways
Backstops
Lighting
$ 8,000.00
30,000.00
25,000.00
105,000.00
$168,000.00
However, there are unexpended funds available from the
landscaping allocation for this facility.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc., should be referred to the Director
of Community Services.
With respect to the lack of bidders for this project, as Ron
Robinson Limited already has his equipment on site (he was
successful bidder for Tender T89-37 Field Drainage, Waterworks
and Electrical Services and NW90-15 Fine Grading and Ball Park
Construction), other contractors felt that they would not be in a
position to bid competitively.
After further review and analysis of the bid by Purchasing,
Phillips Barratt Kaiser and Community Services, it was mutually
agreed that the low bidder, Ron Robinson Limited, Oshawa,
Ontario, be recommended for the contract for Ballpark Lighting,
Fencing and Walkways.

The subject firm have previously performed satisfactorily for the
Town of Newcastle.
