RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That report TR-7l-90 be received:
2. That Gerr Construction Limited, Bowmanville, Ontario, with a
bid in the amount of $15,653.00 being the lowest responsible
bidder meeting all terms, conditions and specifications of
Tender NW90-30, be awarded the contract for the Visual Arts
Centre Renovations; and
3. That the funds be drawn from the 1989 approved Community
Services Capital budget, and retained in the Community
Services Lot Levy Reserve Fund Account #1110-156-X.
BACKGROUND AND COMMENT
Tender specifications were provided by Totten Sims Hubicki
Associates for the renovations at the Visual Arts Centre, as
required by the Department of Community Services.
Tenders were publicly advertised in all four (4) area newspapers.
Subsequently, tenders were received and tabulated as follows:

Funding for this project was included in the Community Services
1989 Capital budget, however, pending further direction on the
status of this building, the funds were carried over to the 1990
budget.
The required funds will be drawn from Account number 1110-156-X
and are well within the $47,218.00 remaining from the 1989
allocated funds (Reconfirmed on page 160 of the 1990 Capital
budget) .
The Treasurer had reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc., should be referred to the Director
of Community Services.
After further review and analysis of the bids by Purchasing,
Totten Sims Hubicki Associates and Community Services, it was
mutually agreed that the low bidder, Gerr Construction Limited,
Bowmanville, Ontario, be recommended for the contract for the
renovations at the Visual Arts Centre.

marked Schedule A.
The subject firm have previously performed satisfactorily for the
Town of Newcastle.

Dear Hs. Birkett:
Tenders for the above project were received on July 16th, 1990. Three (3)
tenders for the work were received as follows:
1. Gerr Oon.tr~ct!on
2. Ken Langford Construction
3. Dineen Construction

The wotk includes re-roofing a portion of the building, various structural
modtfioations and reinforcement and the reconstruction of the stair from the
main floor to the second floor.
We have discussed the work with the low tenderer, Garr Con$tr~ction, The scope
of work is clearly identified on the drawings and each of the areas of work has
been included by the Contraotor. During our discussion, the methods of
oonstruction proposed by the Contractor were reviewed and were acceptable to
this offiee.
In view of our review of the project with Gerr Construction, we recommend that
the tender submitted be accepted.
