TOWN OF NEWCASTLE/REGION OF DURHAM
GRANULAR SHOULDERING AND HOT MIX PAVING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-60-90 be received;
2. That Contract No. D90-11B, tendered jointly with the
Region of Durham for Granular Shouldering and Hot Mix
Paving, tendered by Harnden & King Construction Company
Ltd., be approved forthwith;
3. That the funds in an approximate amount of $129,507.00
be drawn from the 1990 Public Works Capital budget; and
4. That funds in an approximate amount of $4,000.00 be
drawn from the 1990 Fire Department Account
#7102-00003-0172.
BACKGROUND AND COMMENT:
In 19B9, the Public Works Department participated in a co-
operative tendering arrangement with the Region of Durham for Hot
Mix Paving and Granular Shouldering.
The opportunity to be included in the Region'S tender has been a
definite cost advantage. The unit prices tendered for 1990
reflect an approximate ten percent (10%) decrease over those
tendered in 1989.
Although the contract conditions include both the Region of
Durham's requirements and the Town of Newcastle's requirements,
they are not independent of each other but rather are considered
as one complete contract. Therefore, awarding of the contract by

the Region automatically awards the Town's portion. In this
instance the Town of Newcastle actually issues the purchase order
to the Region, not the contractor, and pays their own invoices.
The Region is recommending that Contract No. D90-11B be awarded
to Harnden & King Construction Company Ltd.
Part "B-II" of Contact No. D90-11B includes work to be done on
behalf of the Town of Newcastle. The estimated cost of this work
is $133,507.00, as outlined in the attached letter from the
Region of Durham, marked Schedule "A".
Total expenditures included in the 1990 Public Works Capital
budget, are as follows:

TOTAL
Included in this amount is the extension of the Parking Lot at
the Orono Fire Hall. The estimated funds of $4,000.00 will be
drawn from the Fire Department Account #7102-00003-0172.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc., should be referred to the Director
of Public Works.
As the Region of Durham expects to award the contract on July 11,
1990, a forthwith approval for the Town of Newcastle's portion is
required. The subject firm have previously performed
satisfactorily for the Town of Newcastle.
