RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-59-90 be received;
2. That Sipco Dixon Fuels, Oshawa, Ontario, with a net
unit price in the amount of $ .209 per litre, meeting
all terms, conditions and specifications of the
Durham Region Roman Catholic Separate School Board
Co-Operative Tender, be awarded the contract to
supply and deliver No. 2 Domestic Fuel Oil to the
Town of Newcastle for the 1990/91 winter season; and
3. That the funds expended be drawn from the 1990/91
budget allocation for heating of facilities.
BACKGROUND AND COMMENT:
The Town of Newcastle joined the Durham Region Roman Catholic
Separate School Board on a Co-Operative basis to tender for the
supply and delivery of No. 2 Domestic Fuel Oil. Affiliated Hall
Boards, Museums and Park Boards were given the option of being
included in this tender.
Subsequently, the bids were received and tabulated as per the
attached Bid Summary, marked Schedule "A".
The required funds will be drawn from the 1990/91 budget
allocation for heating of facilities from which there are
adequate funds available. The Treasurer has reviewed the funding
requirements and concurs with the recommendation.

Upon review of the bids it was revealed that the prices submitted
from the low bidder Petro Canada Inc., North York, Ontario, are
subject to change upon fourteen (14) days notice. It is
therefore, the opinion of staff and the other participating
municipalities, that it is in the best interest of all
participants to accept the bid from Sipco Dixon Fuels, Oshawa,
Ontario, as all pricing submitted is firm until September 30,
1991.
The price tendered represents a price decrease of approximately
ten percent (10%) over the 1989/90 prices.
After further review and analysis of the bids by Purchasing, it
is recommended that Sipco Dixon Fuels, Oshawa, Ontario, be
recommended for the contract award to supply and deliver Fuel Oil
as required by the Town of Newcastle. The subject firm has
performed satisfactorily for the Town of Newcastle in recent
years.
