RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-58-90 be received;
2. That Scarborough Truck Centre, Scarborough, Ontario,
with a total bid in the amount of $212,038.56, being
the lowest responsible bidder meeting all terms,
conditions and specifications of Tender NW90-22, be
awarded the contract, forthwith, to supply and deliver
two - (2 )--only-TandemDiesel Dump Truckscomplete--wi th
Plow Equipment, to the Town of Newcastle Department of
Public Works; and
3. That the funds be drawn from the 1990 approved Public
Works Equipment Reserve, Account #2900-00010-0000.
BACKGROUND AND COMMENT:
A tender was publicly advertised and invited for the supply and
delivery of two (2) only Tandem Diesel Dump Trucks complete with
Plow Equipment, as required by the Department of Public Works.
Tenders were received and tabulated as per Schedule "A" attached.
A review of the low bids from Newmarket Truck Centre has revealed
that the equipment proposed does not meet the required
specifications as outlined in the attached memo, from
Mr. D. Patterson, marked Schedule "B".

The total required funds of $212,038.56 will be drawn from the
1990 approved Public Works Equipment Reserve, Account
#2900-00010-0000, and is within the $220,000.00 allocated for
this equipment. This is reflected in the Public Works Capital
Budget, Page 44, Items #5 and #6. The Treasurer has reviewed the
funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc.,
should be referred to the Director of Public Works.
Due to the excessive lead time required for ordering this
equipment, a forthwith approval is requested.
After review and analysis of the bids by both Purchasing and
Public Works, it was mutually agreed that the bid from
Scarborough Truck Centre, Scarborough, Ontario, be recommended
for the tender award. The subject firm have previously provided
vehicles to the satisfaction of the Town of Newcastle.

I have reviewed the above mentioned tender, and recommend the
following be awarded the contract:

After reviewing the low bid for Newmarket Truck Centre We
found that sp~c was not m~t for the Salt and Sand Spreader
Dual DUmp Body.
On page 29 of tender, the tipping angle is to the side rather
than forward as asked for. The hoist required does not meet
spec, and would be very costly to convert.
Because Newmarket Truck Centre'S bid is based upon a side
dump, there are several other items which also do not meet spec.

3. Page 31 Item 11 ~ Lights and Wiring - vibrator
4. page 35 Item 13 - Conveyor
we do not recommend accepting Newmarket Truck Centre as the
dump body they bid on dOeS not meet t~nder spec, and would
not be sufficient for our operation. No references for this
equipment were included with tender.
Scarborough Truck Centre haa met all specs, at the lowest
tender price.
