D90-4 TOWN OF NEWCASTLE/REGION OF DURHAM RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-51-90 be received; 2. That Contract No. D90-4, tendered jointly with the Region of Durham for the Construction of Concrete Sidewalks, be approved, forthwith; and 3. That the funds be drawn from the 1990 Public Works Capital budget, Account #7212-90006-X, (Page 42). BACKGROUND AND COMMENT: The Director of Public Works in discussion with Works Staff at the Region of Durham agreed that significant savings could be realized by the Town under a co-operative tendering arrangement with the Region of Durham, for the construction of a 1.5 m wide concrete sidewalk on the east side of Townline Road South from Kingswood Drive, northerly to Hwy. #2. This sidewalk construction was included on the Region's Tender for the reconstruction of Townline Road south. The inclusion of this sidewalk in the Region's tender has a definite cost advantage, in that the contractor performing the road construction would have the necessary equipment and staff already on site. Although the contract conditions include both the Region of Durham's requirements and the Town of Newcastle's requirements, they are not independent of each other but are considered as one complete contract. Therefore, failure to proceed with the sidewalk construction may affect the total bid price for the Region's portion of the contract. 705 Page - 2 - TR-51-90 CO-OPERATIVE TENDER - CONTRACT NO. D90-4 TOWN OF NEWCASTLE/REGION OF DURHAM A summary of the three (3) low bids submitted for the complete Region of Durham contract is as follows: Bidder Total Bid Amount Craftwood Construction Company Limited Toronto, Ontario $ 860,063.25 Power Contracting Inc. Thornhill, Ontario $ 925,008.43 Duntri Construction Ajax, Ontario $ 984,094.00 As the Region have already awarded their portion of the contract to Craftwood Construction, Toronto, Ontario, and are ready to proceed with the sidewalk construction, an immediate approval is required. The estimated cost of this work is $ 51,492.06, as outlined in the attached letter from the Region of Durham, marked Schedule "A". Funding in the amount of $80,000.00 has been provided for in the 1990 Public Works Capital Budget Account #7212-9006-X, as reflected on Page 42, Item #4 of the Capital Budget. The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. Rd. 55) From Kinqswood Drive to Hwy 2 Town of Newcastle This letter is in resnonse to the Town of Newcastle's request of July 13, 1989 for the construction of a 1.50 m wide concrete side- walk on the east side of Townline Road S. from Kinqswood Drive, Northerly to Hwy. 2. The proposed sidewalk will be constructed as per OPSD-303.03 at a point 0.75 m West of the East nroperty line. As per our earlier telephone conversation, the nronosed sidewalk has been shown referenced to the original nroperty line for the purpose of con- tract tendering. When the Region has acquired all the land necessary for the nronosed road wideninq~ the subject sidewalk will be constructed in the approved location. The following is a breakdown of the estimated cost to be paid by the Town of Newcastle: - Proposed 1,193 m sq. concrete S.W. - ContingenoTes and qeneral items - Engi neeri nq - Total Estimated Cost $40,562.00 5,563.83 5,366.23 $51,492.06 Please note that the above costs are only an estimate, final billinq for this work will be based on actual costs, determined at the comoletion of construction. . .. .. .. . . ./2 705 This paper contains recycled material. - 2 - Upon receipt of your letter authorizing the above work and the issuance of a purchase order in the amount of $51,492.06, we will issue a Start Work Order.
