QUOTATION Q90-8, TRASH RECEPTACLES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-50-90 be received;
2. That Henderson Recreation Equipment Limited, Norwich,
Ontario, with a total bid of $15,779.97, being the
lowest responsible bidder meeting all terms, conditions
and specifications of Quotation Q90-8, be awarded the
contract to supply, deliver and install Trash Receptacles in
various parks within the Town of Newcastle as required by
the Department of Community Services;
3. That the funds in the amount of $15,000.00 be drawn from
the 1990 approved Community Services Capital budget, Account
#7603-00001-0516 (Page #196); and
4. That excess the funds in the amount of $ 779.97 be drawn
from the Community Services Lot Levy Account #1110-00156-X.
BACKGROUND AND COMMENT:
A quotation was issued and invited for the supply, delivery and
installation of trash receptacles at various parks within the Town of
Newcastle as required by the Department of Community Services.
Bids were received and tabulated as follows:

In accordance with the Purchasing By-Law, a formal quotation was
issued rather than a tender, as the estimated value of this contract
was $15,000.00,
In an effort to maintain standardization in all of the parks, bidders
were requested to quote on a trash receptacle similar to what is
already installed in various parks. There are a limited number of
suppliers able to provide this type of receptacle, which accounts for
only two (2) bids being submitted.
The total bid price of $15,779.97 is over the $15,000.00 provided for
these receptacles in the approved Community Services 1990 Capital
budget, as reflected on page 196 of the Capital budget. Therefore, it
is proposed that the additional funds in the amount of $779.97 be
drawn from the Community Services Lot Levy Account #1110-00156-X.
The Treasurer has reviewed the funding requirements and concurs with
the recommendation. Queries with respect to department needs,
specifications, etc., should be referred to the Director of Community
Services.
After review and analysis of the bids by both Purchasing and Community
Services, it was mutually agreed that the low bid from Henderson
Recreation Equipment Limited, Norwich, Ontario, be recommended for the
tender award. In past years, the subject firm have satisfactorily
provided equipment to the Town of Newcastle.
