D Res. # By-Law # GENERAL PURPOSE AND ADMINISTRATION COMMITTEE June 4, 1990 TR-48-90 FILE #: TENDER NW90-6, RECONSTRUCTION OF PORT GRANBY CULVERT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-48-90 be received; 2. That Dave Boyle Excavating Ltd., Bowmanville, Ontario, with a total bid in the amount of $394,049.20, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-6, be awarded the contract for the Reconstruction of Port Granby Culvert, as required by the Department of Public Works; 3. That the funds in the amount of $175,000.00 and $250,000.00 be drawn from the approved 1990 Public Works Capital budget, Account #'s 7205-90001-0261 and 7204-89001-0261 respectively; and 4. That the additional funds required in an approximate amount of $48,500.00 be drawn from Public Works Lot Levies (total project cost $473,500.00 less budgeted 706 cost 425,000.00). Page - 2 - TR-48-90 TENDER NW90-6, RECONSTRUCTION OF PORT GRANBY CULVERT Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction of Port Granby Culvert, as required by the Department of Public Works. Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "A" attached. The engineer's estimate for the contract was $426,990.00. Other associated costs are estimated and detailed as follows: Contract $ 394,049.20 Contingencies 8,450.80 Design and Tendering 17,000.00 Construction Administration 33,000.00 Relocation of Utilities 4,000.00 Land Acquisition and Legal Fees 17,000.00 Total Required Funds $ 473,500.00 The total required funds of $473,500.00 are over the budget allocation of $425,000.00. It is proposed that funds in the amount of $175,000.00 and $250,000.00 be drawn from the approved 1990 Public Works Capital budget, Account #'s 7205-90001-0261 and 7204-89001-0261 respectively and that the additional required funds be drawn from Public Works Lot Levies. The total bid price is substantially under the estimated budget, however, other associated costs are more than originally estimated. The low bidder has previously satisfactorily performed for the Town of Newcastle. See attached letter from Totten Sims Hubicki Associates, marked Schedule "B". The Treasurer has reviewed the funding requirements and concurs 707 Page - 3 - TR-48-90 TENDER NW90-6, RECONSTRUCTION OF PORT GRANBY CULVERT with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Public Works. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Dave Boyle Excavating Ltd., Bowmanville, Ontario, be recommended for the contract for the Reconstruction of Port Granby Culvert. Among recent projects completed are Baseline Road Contract No. T87-17, $400,000, Penwest Subdivision Phase 3, BQwmanville, $450,000 and Kingsdale West Subdivision Phase 2B, Stage 3, $170,000 both completed in 1989. We have no hesitation in recommending acceptance of the low bidder for this contract. Scheduling in the contract calls for work to be underway by June 18, 1990 with completion ~ithin forty~five working days. Based on the low bid the overall contract costs are summarized as follows: By Contract Land AcquiSition and Legal Fees Design and Contract preparation Layout and Contract Administration Contingencies Utility Relocation $394,049.20 $ 17 ,000.00 $ 17,000.00 $ 33,000.00 $ 8,450.80 $ 4,000.00 $473,500.00 !l The lo~ bid for this work is an extremely good price, well belOW out construction estimate of $426,990.00. The budget estimate was prepared at a very prelim!nary stage of the design ~hen full design implications were not known. We recommend that this contract proceed. Of the total cost of $473.500, approximately $471,500.00 is elisible for subsidy by the Ministry of T~ansportation Ontario. We have reviewed the total cost with Tony Cannella and although the cost exceeds the budgeted amount by approximately $50,000.00, the additional monies can be provided from lot levies.
