RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-46-90 be received;
2. That E.S. Hubbell and Sons Limited, Thamesville,
Ontario, with a total bid in the amount of
$51,240.10, being the lowest responsible bidder
meeting all terms, conditions and specifications of
Tender NW90-18, be awarded the contract forthwith for
the supply and delivery of Corrugated Steel Culvert,
"as required" for 1990 by the Department of Public
Works; and
3. That the funds be drawn from the approved 1990 Culvert
Maintenance Construction budget.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of Rivetted Corrugated Steel Pipe Culvert as required

by the Department of Public Works for 1990.
Tenders were received and tabulated as follows:

After review and analysis of the tenders by Public Works and
Purchasing, it was mutually agreed that E.S. Hubbell and Sons
Limited, Thamesville, Ontario, be recommended for the contract to
supply and deliver culverts to the Town of Newcastle for 1990.
Although the subject firm have not previously supplied the Town
of Newcastle, they have satisfactorily supplied the Counties of
Kent, Bruce, Middlesex and Lambton.
As culverts are required immediately, a forthwith approval is

requested.
The required funds will be drawn from the approved 1990 Culvert
Maintenance Construction budget, from which there are adequate
funds available. The Treasurer has reviewed the funding
requirements and concurs with the recommendation. Queries with
respect to department needs, specifications, etc., should be
referred to the Director of Public Works.
The tendered prices for culverts represents approximately a three
percent (3%) increase over the 1989 prices.
