MIX) AND HL3 (HOT MIX)
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-45-90 be received;
2. That Bennett Paving and Materials Limited, Oshawa,
Ontario, with a total bid in the amount of
$107,920.00, being the lowest responsible bidder
meeting all terms, conditions and specifications
of Tender NW90-17, be awarded the contract forthwith,
to supply Emulsified Asphalt Patching Material (cold
mix) and HL3 (hot mix) on an "as required" basis, to
the Town of Newcastle; and
3. That the funds expended be provided from the approved
1990 Public Works Road Maintenance budget.

BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of approximately 2,000 tonnes of Emulsified Asphalt
Patching Material (cold mix) and approximately 400 tonnes of HL3
(hot mix), as required by the Department of Public Works.
Tenders were received and tabulated as follows:

After review and analysis of the tenders by Public Works and
Purchasing, it was agreed that Bennett Paving and Materials
Limited, Oshawa, Ontario, be recommended for the contract award
to supply Emulsified Asphalt Patching Material (cold mix) and HL3
(hot mix), to the Town of Newcastle as required by the Department
of Public Works.
The 1990 prices for cold mix delivered reflects approximately a
three percent (3%) increase over the previous year. As this
material is required immediately for road maintenance, a

forthwith approval is requested.
The subject firm have previously provided satisfactory service to
the Town of Newcastle.
