RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-44-90 be received;
2. That Ron Robinson Limited, Oshawa, Ontario, with a
bid in the amount of $69,795.00 being the lowest
responsible bidder meeting all terms, conditions
and specifications of Tender NW90-15, be awarded the
contract for Fine Grading and Ballpark Construction,
forthwith, as required by the Department of Community
Services; and
3. That the funds be drawn from the Community Services
Parks Facilities - Parkland Development Account
#7603-00001-0516.
BACKGROUND AND COMMENT:
Tender specifications were provided by Phillips Barratt Kaiser
for the Fine Grading and Ballpark Construction at the Bowmanville

Recreation Complex, as required by the Department of Community
Services.
Tenders were publicly advertised in all four (4) area newspapers.
Subsequently, tenders were received and tabulated as follows:

$ 69,795.00
Other associated costs are estimated at $5,000.00 for Engineering
Services, which brings the total required funds to $74,795.00.
The required funds will be drawn from the Community Services
Parks Facilites - Parkland Development Levy Account
#7603-00001-0516 and are within the $75,000.00 allocated in the
1990 Community Services Capital Budget, as reflected on page 178
of the Capital Budget.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc., should be referred to the Director
of Community Services.
As a completion date for this project has been set for
June 22, 1990, a forthwith approval is requested.
With respect to the lack of bidders for this project, three (3)
other contractors did pick up tender documents. However, as Ron
Robinson Limited already has his equipment on site (he was

After further review and analysis of the bid by Purchasing,
Phillips Barratt Kaiser and Community Services, it was mutually
agreed that the low bidder, Ron Robinson Limited, Oshawa,
Ontario, be recommended for the contract for Fine Grading and
Ballpark Construction.
See attached letter from Phillips Barratt Kaiser, marked Schedule
"A" .
The subject firm have previously performed satisfactorily for the
Town of Newcastle.
