Res. /# By-Law /# MBIf{i: DATE: ~T #: SUR.ECT : GENERAL PURPOSE AND ADMINISTRATION COMMITTEE May 7, 1990 TR-33-90 FIlE #: TENDER NW90-5, RECONSTRUCTION OF NASH ROAD (VARCOE ROAD TO TOWNLINE) AND VARCOE ROAD (NASH ROAD TO KINGS HIGHWAY NO.2) RECOMMENDATIONS: It is respectfully recommended that the' General Purpose and Administration Committee recommend to Council the following: 1. That report TR-33-90 be received; 2. That Novacor Construction Ltd., Queensville, Ontario, with a total bid in the amount of $578,002.50 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-5, be awarded the contract for the Reconstruction of Nash Road (Varcoe Road to Townline) and Varcoe Road (Nash Road to King's Highway NO.2) as required by the Department of Public Works; 3. That the required funds be drawn from the approved 1990 Public Works Capital budget, Account #7205-90002-0261 BACKGROUND & COMMENTS Tender specifications were provided by Totten Sims Hubicki Associates for the reconstruction of Nash Road (Varcoe Road to Townline) and Varcoe Road (Nash Road to King's Highway No.2) as required by the Department of Public Works. Tenders were advertised in the local papers, as well as the Daily Commercial News. Subsequently, tenders were received and tabulated as per Schedule "A" attached. The engineer's estimate for the contract was $614,912.00. Other associated costs are estimated and detailed as follows:. 727 Page - 2 - TR-33-90 TENDER NW90-5, RECONSTRUCTION OF NASH ROAD (VARCOE ROAD TO TOWNLINE) AND VARCOE ROAD (NASH ROAD TO KING'S HIGHWAY NO.2) Contract Contingencies Design and Tendering Construciton Administration Relocation of Utilities Legal Surveys & Soils Report Less Payable by Others Total Required Funds - Town $578,002.50 18,057.00 21,000.00 43,500.00 5,000.00 1,500.00 $667,059.50 142,059.50 $525,000.00 The total required funds for this project are well within the $600,000.00 allocated in the approved 1990 Public Works Capital Budget Account #7205- 90002-0261 as reflected on page 26 of the Capital Budget. Although the low bidder has not previously performed for the Town of Newcastle, they have performed several contracts for the consultant Totten Sims Hubicki Associates as outlined in the attached letter marked Schedule "B". The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. After further review and analysis of the bids by Public Works, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Novacor Construction Ltd., Queensville, Ontario, be recommended for the contract for the Reconstruction of Nash Road (Varcoe Road to Townline) and Varcoe Road (Nash Road to King's Highway NO.2) Respectfully submitted, ~/l#r-- M feA.
