GASOLINE AND DIESEL FUEL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-31-90 be received;
2. That Shell Canada Products Limited, Don Mills, Ontario,
with a total bid price of $20,384.19 (Section A)
Regular Gasoline and $ 108,217.89 (Section C) Diesel
Fuel, being the lowest responsible bidder meeting all
terms, conditions and specifications of the Region of
Durham Co-Operative Tender WD22-90, be awarded the
supply contract for Sections A and C, as required by
the Town of Newcastle;
3. That Esso Petroleum Canada Ltd., Willowdale, Ontario,
with a total bid price of $ 21,873.60 (Section B)
Unleaded Fuel, being the lowest responsible bidder
meeting all terms, conditions and specifications of
the Region of Durham Co-Operative Tender WD22-90, be

awarded the supply contract for Section B, as required
by the Town of Newcastle; and
4. That the required funds be drawn from the 1990
Operating Fleet budgets.
BACKGROUND AND COMMENT:
A Co-Operative Tender was publicly advertised and called for by
the Regional Municipality of Durham, which included the
requirements of the Town of Newcastle, for the supply and
delivery of bulk Unleaded Gasoline, Regular Gasoline and Diesel
Fuel, as required by the Department of Public Works Depots, ie.
Orono, Hampton and Bowmanville.
The tenders were received and tabulated as per Schedule "A"
attached.
After review and analysis of the bids by both Purchasing and
Public Works staff, it was agreed that Shell Canada Products
Limited, be recommended for the contract to supply Regular
Gasoline (Section A) and Diesel Fuel (Section C), and that Esso
Petroleum Canada Ltd., be recommended for the contract to supply
Unleaded Gasoline (Section B) to the Town of Newcastle, as
required by the Department of Public Works. In accordance with
the terms and conditions of the specifications of the Tender,
Sections A, Band C may be awarded independently of one another.
Both firms have previously provided satisfactory service to the

Regional Municipality of Durham.
For the information of Council, Leaded Gasoline is being phased
out by December 1, 1990, and supply will be subject to
availability. Alternates or additives will be available for use
in vehicles or equipment requiring Leaded Gasoline.
The required funds will be drawn from the Public Works approved
1990 Current Operating Fleet budgets.
The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. should be referred to the Director of
Public Works.
The unit prices tendered represent an average fourteen percent
(14%) increase over those tendered for the 1989 contract.
