That Report TR-26-90 be received; 2. That Miller Paving, Unionville, Ontario, with a total bid of $46,322.80, being the lowest responsible bidder meeting all terms, conditions and specifications of Tender NW90-11, be awarded the contract for Asphalt and Surface Treatment Pulverizing; and 3. That the funds be drawn from the approved 1990 Department of Public Works Road Maintenance budget. BACKGROUND AND COMMENT: Tenders were publicly advertised in local papers, as well as the Daily Commercial News. In addition to advertising, seven (7) contractors were invited to bid. '7 Ll ~, . I .I _J,_ / . 1''__ Page - 2 - TR-26-90 TENDER NW90-11, ASPHALT AND SURFACE TREATMENT PULVERIZING Bids were received and tabulated as follows: Bidder Bid Amount Miller Paving Unionville, Ontario $ 46,322.80 This is the fifth year that the Town of Newcastle has issued a Tender for Asphalt and Surface Treatment Pulverizing. For the first two (2) years, Miller Paving was the only bid received. The greatest number of bids ever received for this contract is two (2). The reason for this is that most contractors do not have the necessary equipment to perform the work required. Asphalt and Surface Treatment Pulverizing is still a relatively new process and the required equipment is very expensive for contractors to purchase. The total funds required for Tender NW90-11, Asphalt and Surface Treatment Pulverizing are included in the Department of Public Works Road Maintenance budget. The total funds allocated for the Pulverizing contract plus the Prime and Surface contract is $577,500.00. Of this amount, $43,000.00 was estimated for the Pulverizing portion. Although the total bid amount is slightly over the estimate, the total funds required for Tender NW90-10, Surface Treatment and Tender NW90-11, Asphalt and Surface Treatment Pulverizing is $567,393.80 which is well within the total budgeted amount of $577,500.00. J- .rj' Page - 3 - TR-26-90 TENDER NW90-11, ASPHALT AND SURFACE TREATMENT PULVERIZING The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc. should be referred to the Director of Public Works. The tendered unit prices represent an average fifteen percent (15%) increase over the 1989 prices. This large increase is due to the fact that there has been only one (1) other increase in price since 1987. See Schedule "A" attached for copy of specifications and list of roads requiring Asphalt and Surface Treatment Pulverizing. After review and analysis of the bids by both Purchasing and Public Works, it was mutually agreed that Miller Paving, Unionville, Ontario, be recommended for the contract for Asphalt and Surface Treatment Pulverizing.
