RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-23-90 be received;
2. That Duke Lawn Equipment Limited, Burlington, Ontario,
with a total bid of $43,087.68, being the lowest
responsible bidder meeting all terms, conditions and
specifications of Tender NW90-7, be awarded the
contract to supply and deliver one (1) only 72" Slope
Mower, to the Town of Newcastle as required by the
Department of Community Services; and
3. That the required funds be drawn from the approved 1990
Community Services Capital budget, Account
#7603-00001-0505.

BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited for the supply and
delivery of one (1) only 72" Slope Mower, as required by the
Department of Community Services.
Subsequently, tenders were received and tabulated as follows:

The required funds will be drawn from the approved 1990
Community Services Capital budget, Account #7603-00001-0505 and
is within the $45,000.00 budgeted for this equipment.
Upon review of the bids, it was revealed that the low bidder for
this equipment does not meet tender specifications in that the mower
will operate on a thirty percent (30%) grade only (forty percent
(40%) grade specified), and provides a mowing width of only 60"
(72" specified). In addition, the unit offered by Duke Lawn
Equipment Limited has been purchased by other Municipalities in
the area and has an established record of dependability, which
the unit offered by the low bidder has not yet established. The
unit specified is a specialized machine used for cutting steep
slopes. To date, there is only one (1) known area distributor
able to provide this unit.

The Treasurer has reviewed the funding requirements and concurs
with the recommendation. Queries with respect to department
needs, specifications, etc. should be referred to the Director of
Community Services.
After further review and analysis of the bids by Purchasing and
Community Services, it was mutually agreed that the bid from
Duke Lawn Equipment Limited, Burlington, Ontario, be recommended
for the tender award. The subject firm have previously provided
satisfactory service for the Town of Newcastle.
