RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-22-90 be received;
2. That the existing contract with Guyett Electric,
Bowmanville, Ontario, be cancelled;
3. That George Moore Electric, Bowmanville, Ontario,
with bid prices of $30.00 per hour for Journeyman
Electrician and $12.00 per hour for Journeyman
Electrician'S Helper be awarded the contract, forthwith
to provide Electrical Services, as required, by the
Town of Newcastle for the balance of 1990; and
4. That the funds expended be drawn from the various 1990
Current Budget Accounts.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited to provide
Electrical Services as required by the Town of Newcastle for 1990.

Subsequently, Council approved the contract award to Guyett
Electric, Bowmanville, Ontario.
As a result of a weakened economy, Guyett Electric have found
a substantial reduction in the amount of business they are able
to obtain from other sources. Subsequently, the owner has found
it necessary to take on a job that will take him out of the area
on a full time basis. This arrangement will not enable him to be
available on an "as required" basis for the Town of Newcastle. He
has therefore, requested that he be released from his obligation to
the Town.
Staff have contacted the second low bidder, George Moore Electric,
Bowmanville, Ontario, who have agreed to maintain their pricing
bid on the original tender and to take over the contract effective
immediately. The difference in price between the two (2) bidders is
as follows:

After further review and analysis of the situation by Purchasing,
Public Works and Community Services, it is respectfully recommended
that George Moore Electric, Bowmanville, Ontario, be awarded the
contract to provide Electrical Services to the Town of Newcastle
for the balance of 1990 as required.
The subject firm has worked satisfactorily for the Town of Newcastle
in previous years.
