H By-law # tffTIKJ : DATE: ~T #: SUB..ECT : GENERAL PURPOSE AND ADMINISTRATION COMMITTEE April 23, 1990 TR-20-90 FILE #: POLICY OF PURCHASE OF RECYCLED PAPER PRODUCTS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-20-90 be received; 2. That the attached Policy statement be adopted as the Town of Newcastle's policy for the purchase of Recycled Paper products. BACKGROUND AND COMMENT: Over the past few years, environmental concerns such as recycling have become prominent issues. As public awareness of this issue has increased, the price of recycled paper has begun to decrease. In many instances there is little or no difference between the cost of recycled paper and standard bond. In addition, the quality of recycled paper is very comparable. The benefits of using recycled products are many, and have been previously outlined for Council in Admin Report 1-90. 7 1 1 Page - 2 - TR-20-90 POLICY OF PURCHASE OR RECYCLED PAPER PRODUCTS Subsequent to Admin Report 1-90, Council passed Resolution #C-147-90, dated February 26, 1990, which referred this matter to the Treasury Department for review and consideration. The procedures outlined in the attached Policy statement will ensure that the Corporation obtains the best competitive price for their paper products, and at the same time ensures that recycled products are utilized wherever financially feasible. LAB/hjl Attachment 712 POLICY/PROCEDURE: POLICY OF PURCHASE OF RECYCLED PAPER DATE PASSED: RESOLUTION/BY-LAW NUMBER: 1. The Purchasing and Supply Agent, in accordance with Purchasing By-Law Number 82-96 will obtain the necessary quotations for paper products, by requesting pricing for 50% recycled paper and standard bond. 2. Where the cost of 50% recycled paper does not exceed 10% more than the cost of the standard bond, the Purchasing and Supply Agent will be authorized to purchase recycled paper. 3. When recycled paper is purchased, the Nationally recognized Recycled Symbol will be printed on the paper. 713
