RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That report TR-13-90 be received;
2. That the 1991-1994 Four Year Forecast be approved in principle;
3. That the Public Works 1990 Capital Budget revision regarding Mill
st. Bridge be approved as outlined in the attached Public Works
Report WD-21-90; and
4. That the Public Works 1990 Capital budget reallocation regarding
Orono Feasibility Study as outlined in the attached Public Works
Report WD-22-90 be approved.
BACKGROUND & COMMENTS:
1. Forecast
The four year forecast for the 1991 to 1994 budget years is presented for
Council's consideration and approval in principle.
The forecast outlines some major projects to be brought on stream, including
the construction of a Bowmanville Fire Station, and twinning the arena of the
Bowmanville Recreation Complex in 1992.
The forecast is an outline of anticipated expenditures, and will be revised or
amended as required over the coming years in accordance with growth and with
available funding.
2.Budqet Revision:
The 1990 Capital Budget included a provision for accommodating a Mill Street

foot bridge. The Director of Public Works has addressed alternatives to the
budget proposal and has made a recommendation for financing which will
accommodate the change without impacting the tax levy. This recommendation is
presented in the attachment to this report.
The Orono Feasibility study, (Page 19, Item G) of the Public Works Capital
Budget has been quoted at a higher amount than originally anticipated and
reflected in the 1990 Capital Budget. As a result the Director is
recommending a reallocation of funds from the Lot Levies to cover the
shortfall of $2,500.00.
