Res. # By-Law # tffT If{): DATE: ~T #: SUR.ECT : GENERAL PURPOSE AND ADMINISTRATION COMMITTEE March 5, 1990 TR-11-90 FILE #: QUOTATION Q90-3,- MECHANICAL EQUIPMENT MAINTENANCE CONTRACT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That Report TR-11-90 be received; 2. That Superior Plumbing and Heating, Oshawa, Ontario, with a total bid price of $4,550.00 for Part "A", $1,950.00 for Part "B" and a Journeyman hourly rate of $48.00, be awarded the Mechanical Equipment Maintenance Contract as required by the Town of Newcastle; and 3. That the funds expe~ded be drawn from the respective facilities 1990 Mechanical Equipment Maintenance budgets. BACKGROUND AND COMMENT: Quotations were advertised and invited with bids being received and tabulated as per Schedule "A" attached. 701 Page - 2 - TR-11-90 QUOTATION Q90-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT The general scope of the work is to provide all necessary labour, materials and equipment to perform service maintenance, inspections, repairs, as requested and emergency calls on Mechanical Equipment as required by the Town of Newcastle, for the period March 1, 1990 to February 28, 1991. Due to the variation in the type of equipment located at each Town facility, the contract is divided into Part "A" and Part "B" Part "A" covers the mechanical equipment located at the following facilities: Bowmanville Newcastle Fitness Centre Fire Department Building Bowmanville Library Bowmanville Recreation Complex Bowmanville Museum Orono Orono Armouries and Hydro Office Orono Fire Station Orono Town Hall Clarke Museum Part "B" covers the mechanical equipment located at the following facilities: Bowmanville Animal Control Shelter Newcastle Village Newcastle Fire Station 702 Page - 3 - TR-11-90 QUOTATION Q90-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT Darlington Hampton Municipal Building Courtice Fire Station Under the general terms and conditions of Quotation Q90-3, the Town, may without invalidating the bids, award the contract in whole, or in part, whichever is in the best interest of the Town of Newcastle. For the information of Council, the total expenditure for this contract for 1989 was approximately $16,000.00. Of this total, only $ 3,900.00 was for preventative maintenance with the balance of $12,100.00 being for emergency repairs, charged at the hourly rate. Three (3) additional facilities which were not part of the 1989 contract, have been added to the 1990 contract, namely the Bowmanville Recreation Complex, the Clarke Museum and the Bowmanville Museum. It is therefore, anticipated that the expediture required for emergency repairs will increase accordingly. As any emergency repairs that may be required are over and above the total bid amounts for Part "A" and Part liB", it is staff's opinion that it would be in the best interest of the Town to award the contract to the bidder with the lowest hourly Journeyman rate. The 1990 hourly rates represent approximately a nine percent (9%) increase over the previous year. The Treasurer has reviewed the funding and concurs with the recommendation. Queries with respect to department needs, 703 Page - 4 - TR-11-90 QUOTATION Q90-3, MECHANICAL EQUIPMENT MAINTENANCE CONTRACT specifications, etc., should be referred to the Director of Community Services. After further review and analysis of the quotations, it was mutually agreed by Purchasing and Community Services, that Superior Plumbing and Heating, Oshawa, Ontario, be awarded Part "A" and "B" of the Mechanical Equipment contract.
