RECOMMENDATIONS:
It is respectfully recommended that the. General Purpose and
Administration Committee recommend to Council the following:
1. That Report TR-3-90 be received;
2. That Jack Burgess Plumbing and Heating, Bowmanville, Ontario,
with bid prices of $ 29.00 per hour for Journeyman Plumber
and $ 19.00 per hour for Journeyman Plumber's Helper be awarded
the contract to provide Plumbing Services, as required, by the
Town of Newcastle for 1990; and
3. That the funds expended be drawn from the various 1990 Current
Budget Accounts.
BACKGROUND AND COMMENT:
Tenders were publicly advertised and invited to provide Plumbing
Services as required by the Town of Newcastle for 1990.
Subsequently, tenders were received and tabulated as per Schedule "A"
attached.

The bid prices represents an approximate eleven point five percent
(11.5%) increase over the 1989 contract prices.
The required funds will be drawn from the various 1990 Current Budget
Accounts.
For the information of Council, the Town of Newcastle spent approximately
$20,000.00 to $25,000. for Plumbing Services during 1989. Due to the
competitive nature of the contract and the low hourly rates tendered,
two (2) or three (3) bids is the usual response.
After further review and analysis of the bids by Purchasing, Public Works
and Community Services, it is respectfully recommended that Jack Burgess
Plumbing and Heating, Bowmanville, Ontario, be awarded the contract to
provide Plumbing Services to the Town of Newcastle as required.
The subject firm has worked satisfactorily for the Town of Newcastle in
the past year.
