RECOMMENDATIONS FROM THE WHO DOES WHAT PANEL
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1.) THAT Report FD-22-96 be received for information.
2.) THAT Mrs. Evelyn Stroud be advised of the following information.
1. BACKGROUND
1.1 As requested by Council in the meeting of November 25, 1996, I would report as
follows in response to a letter received from Mrs. Evelyn Stroud, item for direction
D3, regarding recommendations from the Crombie Commission.
2. REPORT
2.1 Staff has been advised, through a Municipal Alert communique, dated November
12, 1996, of a further recommendation made by The Who Does What Panel to
Minister Leach. This recommendation focuses on emergency services as they
relate to the ambulance service. The recommendation is for immediate action.
2.2 The recommendation from the panel states:
"Municipalities should be encouraged to participate in "tiered response" programs
and the Ministry of the Solicitor General and Correctional Services and the
Ministry of Health issue joint guidelines to assist communities in establishing and
improving local tiered response agreements. These guidelines should identify
items that need to be included in an agreement as well as recommended tiered
response criteria and should be issued to municipal Heads of Council."

3.1 It is respectfully recommended that this report be received for information.
3.2 It is recommended that Mrs. Evelyn Stroud be advised of the contents of this
report.
