Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
THAT Report FD-20-96 be received for information.
1. BACKGROUND
In accordance with Council's request at the meeting of September 30, 1996
procedures regarding the annual testing and evaluation and promotion of part-
time firefighters will be put in place for 1997.
2. REPORT
2.1 The Fire Department Establishing By-law permits the Chief of the department to
put in place such policies and procedures as seen necessary for the efficient
operation of the department. In an attempt to standardize the manner in which
testing and evaluation of part-time and full time firefighters is conducted,
procedures are being put in place to include the part-time complement. These
procedures are already in place for the full time firefighters in accordance with the
Collective Agreement between the Municipality and Clarington Firefighters'
Association.

2.2 Evaluations will be prepared annually for each officer and firefighter. Once the
evaluation has been reviewed with the member it will become part of their file.
2.3 Written and practical examinations will be conducted annually. Should a member
fail the examination he/she will be given an opportunity to rewrite in 60 days.
Should any member fail to obtain a passing grade in the subsequent examination
his/her position will be reviewed.
2.4 Promotion of the part-time firefighters will be conducted in a similar manner to the
procedures in place for the full time complement. Promotion will be based on the
results of written and practical examination as may be required by the Chief of the
department.
2.5 A meeting has been scheduled for November 27, 1996 with the District Officers
from all stations at which time these new procedures will be explained prior to
implementation.
3. RECOMMENDATION
3.1. It is respectfully recommended that this report be received for information.
