It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1.) THAT Report FD-17-96 be received;
2.) THAT Council direct staff to continue the process of developing a
Municipal Operations Centre; and
3.) THAT the necessary funds to apply for J.E.P.P. funding be committed by
the Municipality forthwith.
1.1 On September 17, 1996 an application was submitted for a J.E.P.P. grant. The
application was faxed on that date in order to meet the funding deadline for 1997.
This grant is required to cover part of the cost of establishing a Municipal Control
Centre (MOC).
1.2 In the event of a nuclear disaster and in accordance with the criteria set down by
Emergency Measures Planning Ontario, it is necessary to have a Municipal
Operations Centre (MOC). The MOC will serve as the command post, in the
event of a disaster; and house the appropriate personnel to oversee and
administer the safe evacuation of the community.

1.3 It was necessary to submit this application forthwith as the next opportunity to
apply for the grant is in late 1997. The funds from that grant would not be
available until 1998.
1.4 Staff is under the understanding that an international exercise is planned for the
Darlington Nuclear Generating Station in early 1998. Therefore, we are attempting
to obtain the grant in 1997 to assist with the development of the Municipal
Operation Centre.
2. REPORT
2.1 Staff have been meeting regularly in the past month pursuing the possibility of
obtaining J.E.P.P. funding to assist in the development of a Municipal Operations
Centre. The Hampton Works Yard .was the site location used to assist us in
determining a cost for the application. Another more suitable site may be
identified. Staff will continue to research this possibility. If a more appropriate
site is identified we can apply to have the J. E.P.P. funds transferred to that site.
2.2 The estimated total project cost is $278,000.00. Approximately $190,000 is
eligible for J.E.P.P. funding. Therefore, the maximum grantthe Municipality would
receive, if 45% is approved, would be $85,000.00. There is no guarantee as to
what percentage will be approved.
2.3 It is necessary for the Municipality to identify the funding for the entire project.
J.E.P.P. reimburses the Municipality for the approved amount upon completion
of the project.

3.1 It is recommended that Report FD-17-96 be received and that Council direct staff
to continue the process of developing a Municipal Operations.

committed by the Municipality forthwith.
