J124L~b Date: JULY 2, 1996 By-Law # 9~ -~~ Report #: -~~~ File #: ~~ Subject: AMBULANCE SERVICE -TEMPORARY ACCOMMODATIONS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1.) THAT report FD-14-96 be received; 2.) THAT approval for the temporary accommodations be given forthwith; 3.) THAT a temporary lease between the Municipality of Clarington Fire Department and the Whitby/Bowmanville Ambulance Service be prepared containing terms satisfactory to both parties; and 4.) THAT the Owner/Operator, Mr. William Cocker, of Whitby/Bowmanville Ambulance Service be advised of Council's decision. 1. BACKGROUND 1.1 On June 25th John Visser, Supervisor with Whitby/Bowmanville Ambulance Service met with staff and advised that the Bowmanville ambulance station was to undergo major expansion. He advised that the ambulance staff at the station would have to relocate for two months while the work was undertaken. 1.2 In an attempt to address the relocation a proposal was made to have the ambulance relocate to the Fire Department Headquarters during the construction. This would only be possible if it could be done wfthout disrupting the daily operations at the station given the fact that it is our administration centre as well as a functioning fire station. Continued...... o.o.~w°®aear€r. 8 FD-14-96 2. REPORT -2- 2.1 We discussed the possibility of accommodating ambulance staff and equipment at length. The Bowmanville Ambulance Station has four staff members working from 0700 - 1900 hrs. each day and two staff members working from 1900 - 0700 hrs. each day. We would also be required to accommodate two ambulance vehicles. 2.2 Staff advised Mr. Visser that we would certainly accommodate Bowmanville Ambulance Station but this would only be possible if ft could be done without disrupting the daily operations of the fire station which includes the fire department administration centre. Approval of Council would also be required as well as some form of lease agreement between the two parties. 2.3 A formal request was received on June 27, 1996 from the Bowmanville Ambulance Service [copy attached]. The proposal included an offer of rent for the space to be occupied by the staff of the ambulance service and storage of their vehicles. 2.4 If this type of arrangement is agreeable to Council, the Bowmanville Ambulance Station would need to relocate during the week of July 8, 1996. 3. 3.1 It is respectfully recommended that report FD-14-96 be received. 3.2 THAT approval for the temporary accommodations be given forthwith; 3.3 THAT a temporary lease between the Municipality of Clarington Fire Department and the Whitby/Bowmanville Ambulance Service be prepared containing terms satisfactory to both parties; and 3.4 It is also recommended that the Owner/Operator, Mr. William Cocker, of Whitby/Bowmanville Ambulance Service be advised of Council's decision. specttully submitted, Michael G. Dear Sir, RE: TEMPORARY JUI~ 2 71996 27th June 1996. i am in the process of expanding the ambulance base on St. George Street. Bowmanville, and am expecting construction to start within the next two weeks. I am looking for temporary accomodation to provide ambulance service to the Municipality of Clarington for a period of two months. i have considered using a trailer, but for obvious reasons i feel it would not be suitable. My supervisor, John Visser has been in contact with you and it seems you may be able to assist my service. I have two vehicles to accomodate. If you have a spare bay it would be ideal. We could park in the parking lot if necessary. I am more concerned about accomodatiog my crews than the vehicles. If this meets the approval of council, would you please draw up a temporary lease as to what you would expect in rent. My crews would be responsible for keeping their facilities clean at all times. I have four staff working from 0700 - 1900 hrs and two staff working from 1900 - 0700 hrs each day. If council is agreeable to provide the accomodation, I can meet with you to work out the finer details. I would appreciate hearing from you at your earliest convenience. Yours William Cocker., Owner/Operator. c.c. file. 8~Z THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 96- Being a By-law to authorize the execution of a Lease Agreement between the Corporation of the Municipality of Clarington and Whitby/Bowmanville Ambulance Service. THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS FOLLOWS: 1. THAT the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Municipality of Clarington, and seal with the Corporate Seal, a Lease Agreement with Whitby/Bowmanville Ambulance Service. 2. THAT this Lease Agreement attached hereto as Schedule "A" form part of this By-law. By-law read a first and second time this 8th day of July, 1996. By-law read a third time and finally passed this 8th day of July, 1996. Mayor
