It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
THAT Report FD-5-96 be received for information.
1. BACKGROUND
1.1 Our report. covers the month of January, 1996. It is our intent to
provide Committee with information relevant to this department, in
a timely manner.
2. REPORT
2.1 The department responded to 134 calls in January and recorded total
fire loss at $46,500. A breakdown of the calls responded to follows.

2.2 All full time firefighters participated in the Level 2, Ice Rescue training in January.
Training was performed in Bowmanville Creek near the Port Darlington Marina
property. Captain Elyea and Captain Weir instructed the firefighters in this
training.
2.3 Training continues to be a priority within the department. Six firefighters will be
starting the Fre Technology Program at the Ontario Fire College this year. Also,
the Office of the Fire Marshal has put in place a curriculum for firefighters in
Ontario. The intent of this curriculum is to standardize training throughout the
province. Clarington Fire Department will be participating in this program for both
full and part-time firefighters in 1996.

2.4 In the event that the Junior Firefighter Program is approved during the budget
process, we have received a commitment in support of the program from Ontario
Hydro. They have indicated their willingness to fund the graduation lunch each
Friday of the program. Also, they will look after providing extinguishers for the
junior firefighters to practise with during the program. These items aze a
considerable expense and we are especially grateful for their support.
2.5 The Clazington Fire Department, in co-operation with KINARK Child and Family
Services, aze now involved in The Arson Prevention Program For Children
(TAPP-C).
TAPP-C was developed by the Office of the Fire Marshal, Toronto Fire Department
and the Clarke Institute of Psychiatry in response to the number of incendiary fires
started by young people.
This program includes an assessment to determine fire setters who exhibit a
normal curiosity about fire from those who may have a serious mental health
problem, of which setting fires is a symptom. Once parental permission is
obtained, all children enter into a fire safety education program with the fire
department.
This program consists of four sessions. The first session involves a visit to the
home to discuss fire safety in the home. The next three sessions involve the child
attending at the fire station to participate in different fire safety exercises.
TAPP-C was designed as an awareness program that will promote attitudes and
behaviours which result in good fire safety practices. The program will also help
determine why a partlculaz child is involved in fire setting and provide the
appropriate follow-up.
2.6 Public education is another priority within the department. The Fire Prevention
Officer plans to continue his efforts to raise funds from service clubs, for the Leazn
Not To Burn Program. These funds are required to purchase lesson binders
which can be integrated with the core curriculum in elementary school
classrooms. The program's 22 fire safety behaviours have been taught in pilot
classrooms throughout the country and have proven successful in preventing the
needless loss of life, injury and property damage due to fire.
