It is respectfully .recommended that the General Purpose and Administration
Committee recommend to Council the following:
THAT Report FD-1-96 be received for information.
1. BACKGROUND
1.1 Our report covers the month of November, 1995. It is our intent to provide
Committee with information relevant to this department, in a timely manner.
2. REPORT
2.1 The department responded to 125 calls in November and recorded total fire loss
at $143,950. A breakdown of the calls responded to follows.

2.2 Please be advised that the funds budgeted for part-time salaries at Station #2 and
Station 5 are over expended. This is due in large part to several major fires,
including the Orono apartment fire and Newcastle Lumber Yard fire. Also, the
number of fire calls are higher as a whole.
2.3 In accordance with Council's request at the General Purpose and Administration
Committee meeting of October 23, 1995, staff has obtained further information
regarding Medical Assist calls.
Darryl Culley, Operations Manager, Central Ambulance Communications Centre
was contacted with regard to the criteria for requesting assistance from the
Clarington Fire Department. The criteria is explained in a letter from Mr. Culley,
a copy attached hereto as Attachment 1.

In addition, the four lakeshore fire departments were contacted in an attempt to
obtain response information related to Medical Assist calls. Our findings are listed
below.

You will note a large increase between 1994 and 1995 for Clarington. This is due
to a change in call out criteria as explained in Attachment 1.
Staff was surprised to see how much lower Clarington's numbers were in
comparison to our neighbouring departments, in the same time period.

Further to your request and our conversation, the number of
emergency ambulance calls in the Clarrington area has remained
consistent over the past two years.
In the 1993/94 fiscal year the emergency call volumn was 1732
calls of which 1216 were dispatched code 4 (life threatening)
emergencies. In the first six months of the 1995/96 fiscal
year there were 851 emergency calls of which 588 were
dispatched as code 4s (life threatening). Prorated these
statistics are similar to the 93/94 fiscal year.
In addition, the ambulances based in Bowmanville do
approximately 1200 non emergency transfers per year.
One reason for the increase in tiered response calls would
include the expansion of the Fire Department full time
coverage. In Clarrington full time fire stations are
dispatched to tiered response calls immediately. Fire
stations staffed with volunteers are notified only if the
ambulance response is anticipated to be greater than eight
minutes. Therefore the expansion of the full time hours in
Clarrington created a greater availability of the fire
department to respond.

Although the Ministry of Health supports and encourages
participation in tiered response, it is a voluntary working
relationship and one that we hope will continue.
