$~J$,~CT; STORAGE OF USED TIRES WITHIN THE TOWN OF NEWCASTLE
RECOMMENDATIONS:
It is respectfully recommended:
1.) THAT Report FD 2-90 be received for information.

1. BACKGROUND
1.1 Since the Hagersville tire fire in February of this year,
and subsequent tire fires in Quebec, many concerns have
come to light with regard to the proper storage of used
tires.
1.2 These incidents have brought to light that existing
regulations regarding the storage of these used tires not
only require enforcement, but also require .review and
updating.
1.3 The Ministry of the Environment has increased inspections
of used tire storage sites, and is enforcing existing
regulations. They have also started the licencinq of some
sites as disposal sites.
1.4 The Office of the Fire Marshal also took it upon them-
selves to review ,the existing Ontario Fire Code and how
it addresses the matter of the storage of used tires.
To this end, they have designed new guidelines in dealing
with storage sites and are awaiting the passing of legis-
lation to approve the new guidelines.

1.5 On February 19, 1990, an inspection was carried out by Mr.
Randy Reinert, the Town's Fire Prevention Inspector, and
Mr. Rod Adams from the Ministry of the Environment. Sites
within the Town were inspected, which included any operation
which is in the practice of storing used tires. Those which
were inspected are listed, as follows:
Courtice Auto Wreckers - Courtice
Dom's Auto Wreckers - Courtice
Elliot Auto Wreckers - Newtonville
Jackson Auto Wreckers - Kendal
Newcastle Salvage - Newcastle Village
Cowanville Auto Wreckers - Newtonville
Ackerman Auto Wreckers - Bowmanville
Newcastle Recycling - Newtonville
Laidlaw Landfill Site - Newtonville
Of those inspected on that day, it was noted that the
following locations store used tires on their site:
Newcastle Recycling - approx. 250,000 tires
Ackerman Auto Wreckers - approx. 4,000 "
Cowanville Auto Wreckers - approx. 250 "
Newcastle Salvage - approx. 200 "
Elliot Auto Wreckers - approx. 800 "
Dom's Auto Wreckers - approx. 20,000 "
.Courtice Auto Wreckers - approx. 5,000 "
1.6 The second largest site, being Dom's Auto Wreckers are
.selling the tires that they have on site to a site located
in Colborne and will be removing the tires in the near
future.
1.7 Newcastle Recycling is, at present, being looked into
by the Ministry of the Environment and the Office of
the Fire Marshal. Once new regulations are in place,
this site will be required to comply with the appropriate
changes.
2. CONCLUSION
2.1 Once the new regulation and guidelines have been passed into
law, appropriate action will be taken to ensure that all
storage sites are in conformity with the new legislation.

2.2 Subsequent inspections will be carried out to ensure
that these regulations are adhered to, in conjunc-
tion with the Ministry of the Environment and the
Office of the Fire Marshal.
