1. AMENDMENT OF MINUTES
Moved by Evylin Stroud, seconded by Pat Rundle
THAT the minutes of the meeting held on May 6, 2004 be approved.

2. PRESENTATION
Fred Horvath, Director of Operations gave a presentation to the committee
regarding the maintenance of sidewalks, trees, roads, community halls, and the
Municipal Administrative Centre. He stated that Operations has been working on
a program of repairing or replacing all sidewalks within the municipality. They
have a walk about system where in 2003 the employees of Operations would
walk the sidewalks in Clarington determining which sidewalk was in need of
repair or replacement. If a sidewalk had sunk 1.5 inches it can be jacked up and
filled with concrete in order to make it level. In 2004 the employees are walking
the sidewalks and spray painting the defected sidewalks with orange paint. It will
cost approximately $1.5 million to repair the sidewalks within the Municipality
Clarington. This year the municipality budgeted $150,000 for sidewalks and
roads. There were 696 residents within the municipality this year that were
involved in the sidewalk snow clearing program.
The following concerns of the Committee were noted: traffic lights at King
Street/Mearns Avenue intersection – snow piles in winter make it extremely
difficult to access the push button, bush encroaching onto sidewalk at Liberty
Street/Carlisle Avenue, lift in Library – it was suggested that a buzzer be installed
to advise library staff when someone needs to access it.

3. SUB-COMMITTEE REPORTS
a) Business Awards of Excellence
Discussion ensued on the criteria to be met for a business to be awarded with an
Award of Excellence. The Chair will work with Ron Collis and the Municipal Clerk
and bring recommendations to the Committee.
b) Transportation
Discussion ensured regarding the need for accessible cabs in the Municipality.
c) Operations
There were no items to discuss at this meeting.
d) Site Plan Review
Evylin Stroud and Brian Duffey have questioned Richard Holy, Planner about the
crossing in front of the drive through area in the plans for the new Dairy Queen at
Baseline Rd. Richard stated that it cannot be changed but that the contractors
will erect signs stating “Stop, Drive With Caution, Cross Walk Ahead”. The
contractors will also paint the cross-walk and have small divits on the crossing
area so that the visually impaired will know where the crossing starts and ends.
3. UPDATE ON RICK HANSEN WHEELS IN MOTION CAMPAIGN
Councillor Foster advised that plans are progressing and an article has been
published in the paper.
4. COMMITTEE MEMBERSHIP
Patti Barrie is placing an ad in the local paper for applications from individuals
interested in becoming Members of the Committee.
5. OTHER BUSINESS
(a) Evylin said that she is going to write a private letter to the Dairy Queen at
the new Bowmanville location regarding the furnishings in the fast food
establishments. She will suggest putting table and chairs instead of
benches and stationary chairs.
6. DATE OF NEXT MEETING
The next regular meeting is scheduled to be held on July 8, 2004.
