MEETING ROOM #1A Present: David Kelly Tim Hick Keith Brettell Norman Hannan Councillor Adrian Foster Also Present: Patti Barrie, Municipal Clerk Barb Boffey, Secretary 1. ADOPTION OF MINUTES Moved by Keith Brettell, seconded by Norman Hannan THAT the minutes of the meeting held on June 1, 2006 be approved. CARRIED 2. ITEMS ARISING FROM THE MINUTES a) Sidewalk Repairs/Traffic Lights Patti Barrie confirmed the area of concern was the sidewalk located on Liberty Street from Victoria Street to Baseline Road. Patti Barrie stated all repairs with the exception of one have been completed, with the last repair to be completed in two weeks. Patti Barrie stated the timing of the traffic lights has been changed from 16 to 18 seconds as per the guidelines approved by the Region of Durham and the Ministry of Transportation. b) 2006 Rick Hansen Event Councillor Foster reported a weak turnout at the event and the total dollars raised was not available yet. David Kelly suggested having an accessibility banner made to display on Highway 2 as you enter downtown Bowmanville. Patti Barrie stated if the banner was purchased, a request could be made to Council and Veridian Corporation would install it. Councillor Foster suggested thanking all event participants and sponsors at a public forum. Clarington Accessibility - 2 - June 1, 2006 Advisory Committee c) Picnic Tables - Status Patti Barrie stated the picnic tables were delivered to Fred Horvath at the Hampton Depot and he is in the process of obtaining pads. Councillor Foster stated a memorial would be set up at the Park and a ceremony would be arranged and held at the Visual Arts Centre. d) Durham Transit – Reduced Fare Patti Barrie stated a motion went forward to Council on June 12, 2006. The matter has been referred to the Durham Region Transit for consideration. e) Low Rider Buses – Wilmot Creek The Committee was advised that there is currently a lack of buses on the Wilmot Creek route and that as more buses are purchased, more low rider buses will be included. f) Push Button Door Opener – MAC Washroom Operations staff is investigating this matter. It was also noted that the push button door opener on the north entrance of the MAC is not working. 3. COURTICE LIONS MILLENIUM TRAIL Councillor Foster stated the Courtice Lions Club is spearheading a drive to upgrade the Courtice Millenium Walking Trail, with assistance of an Ontario Trillium Grant. The Courtice Lions Club has approached Trillium to build a bridge over the creek, and build an accessible trail using crushed lime stone which would run up to Highway 2. Moved by Councillor Foster, seconded by Tim Hick. THAT the upgrade of the Courtice Millenium Walking Trail be supported by the Clarington Accessibility Advisory Committee; and THAT the proceeds from the 2006 Rick Hansen Wheels in Motion Event be used to support this endeavour. CARRIED 4. OTHER BUSINESS a) Readers’ Choice Awards An Accessibility Advisory Committee member from the Region of Durham has been working with Metroland by adding an Accessibility category to the Readers’ Choice Awards. Votes are being encouraged by placing ads in several Durham Region newspapers. The following are the awards: Clarington Accessibility - 3 - June 1, 2006 Advisory Committee ? Accessible Restaurant for the disabled ? Accessible Entertainment for the disabled ? Accessible Store for the disabled b) Ontario Mainstreet Accessibility Awards 2006 Correspondence has been received from the Toronto Association of BIA’s (TABIA) announcing the Ontario Mainstreet Accessibility Awards with deadlines for nominations being September 28, 2006. TABIA also provided a booklet which outlined how businesses could attract more customers by providing better access. c) Gas Station Accessibility David Kelly stated Clarington gas stations do not provide access to people with disabilities. The petroleum companies in Clarington will be approached to investigate their accessibility policies. Tim Hick will contact Petro Canada and Shell, Councillor Foster will contact Esso, and Keith Brettell will contact Sunoco. Councillor Foster will contact Clarington’s Planning Department to investigate the legal implications under the Planning Act of potentially generating a by-law requiring service stations to provide accessible service. d) Sidewalk Repair – Additional Information Norman Hannan stated the contraction joints made in sidewalks create unnecessary bumping and eventually become large over time. He has received information from Marshalltown, a company who manufactures tools for contractors to use when laying sidewalks which could alleviate this problem. Patti Barrie will send a copy of the tool information to Engineering and Operations for their consideration. 5. DATE OF NEXT MEETING Regular scheduled meetings were changed to Wednesdays. The next regular meeting is scheduled to be held on October 4, 2006 at 6:00 p.m. in Meeting Room 1A at the Municipal Administrative Centre.
