MEETING ROOM #1A Present: Keith Brettell Sandra Crandall Councillor Adrian Foster Norman Hannan Tim Hick David Kelly Also Present: Rick Pigeon, Chief Building Official Anne Greentree, Deputy Clerk Cheryl Tennisco, Secretary Regrets: Darlene Matthews 1. ADOPTION OF MINUTES Moved by Sandra Crandall, seconded by Keith Brettell THAT the minutes of the meeting held on January 12, 2006 be approved. CARRIED 2. GUEST SPEAKERS John O’Toole, MPP, Durham, presented to the Committee various options and design guidelines implemented by various municipalities throughout the Province of Ontario in conjunction with the Ontarians with Disabilities Act and the Ontario Building Code. Mr. O’Toole, a major force behind the various Bills implemented to date, stressed the importance of the three key principles and objectives of the legislation: ? approach; ? enter; and ? use. Mr. O’Toole urged the Committee to: ? work closly with Rick Pigeon - Chief Building Official and Planning Services, Municipality of Clarington; ? contact and establish a working relationship with Tracy MacCharles – Accessibility Advisory Council of Ontario; ? approach local businesses and organizations to promote the principles and objectives of approach, enter and use and to encourage them to act on them; ? tackle one issue at a time and put forth recommendations to Council; and ? continue their good efforts to better our community. Clarington Accessibility - 2 - February 2, 2006 Advisory Committee In closing, Mr. O’Toole advised the Committee that he wished to be kept informed, through the Minutes of the Meeting, to assist him in his continuing efforts to improve the opportunities for persons with disabilities. 3. 2006 RICK HANSEN EVENT Councillor Foster advised that the sub-committee for the 2006 Rick Hansen Event has chosen Bowmanville Valley Creek, located on Roenigk Drive, as the site for hosting the upcoming 2006 Rick Hansen event. The event will held on June 11, 2006 at 1:00 p.m. It is the intention of the sub-committee to: ? approach the BIA and involve the downtown core along with the closure of Silver Street to create a carnival type atmosphere; ? invite Rick Hansen to attend the event; and ? commence the event with an Ambassador “rally kick-off”. Moved by Tim Hick, seconded by Keith Brettell “THAT the Municipality of Clarington host the Ambassador “Kick-off” for the 2006 Rick Hansen Event.” CARRIED Councillor Foster advised that a Chair person is required for the 2006 Rick Hansen Sub-Committee. 4. OTHER BUSINESS Cheryl Tennisco, Secretary, submitted a copy of the correspondence forwarded to Keith Kelly thanking him for his participation, as a member, on the Clarington Accessibility Advisory Committee. Tim Hick reminded the Committee to recommend a recipient to receive the Invacare manual wheelchair. Tim will contact The Grandview Centre. Sandra Crandall advised that Peterborough, Parks & Recreation Department, has installed accessible swings in their parks. Anne Greentree suggested speaking with Peter Windolf, Municipality of Clarington for further information regarding these types of swings. Further to the discussion respecting accessibility design guidelines and John O’Toole’s presentation, Anne reminded the Committee that any actions taken by the Committee, or recommendations of the Committee, need to be taken/made by the Committee. Anne suggested that the Committee consider these items at a further meeting and put forth relevant recommendations at that time. Clarington Accessibility - 3 - February 2, 2006 Advisory Committee 5. DATE OF NEXT MEETING The next regular meeting is scheduled to be held on March 2, 2006 at 6:30 p.m. in Meeting Room 1A at the Municipal Administrative Centre. 6.
