MEETING ROOM 1A Present: David Kelly, Chair Sally Barrie Keith Brettell Sylvia Jaspers-Fayer Also Present: Patti Barrie, Municipal Clerk Ellen Atkinson, Recording Secretary Absent: Tim Hick Councillor Ron Hooper Darlene Matthew The Agenda was altered to permit the delegations to be heard first. 3. DELEGATIONS a) Kevin Anyan addressed the Committee to advise of the activities planned to th celebrate Bowmanville’s 150 anniversary, June 26 through July 1, 2008, indicating that accessibility issues for the various events are being considered. Mr. Anyan extended an invitation to the Committee to participate in the festivities by entering a float in the parade or by setting up a display booth during “Cow Town”, elevating awareness of accessible issues and the workings of the Committee. This matter was discussed later in the meeting (see Other Business, page 2). b) Len Creamer, Manager of Municipal Law Enforcement provided information to the Committee regarding enforcement of parking by-laws, specifically related to private property. Upon request from a property owner, the municipality will enter onto the property to enforce the municipal parking by-law. As concerns have been raised at the Bowmanville Mall, Mr. Creamer will contact the mall owner and discuss options available to improve the situation. The Parking Division looks forward to working in conjunction with the Committee to implement an education program highlighting accessible parking issues to residents and property owners. 1. INTRODUCTION OF NEW MEMBER Sylvia Jaspers-Fayer was introduced to the Committee. Sylvia was recently appointed to fill the vacancy on the Committee. Clarington Accessibility - 2 - May 7, 2008 Advisory Committee 5. OTHER BUSINESS th The Committee discussed the possibility of participating in the Bowmanville 150 Anniversary festivities. It was determined that a display focusing on accessible parking issues would be appropriate and timely. Kevin Anyan will be contacted to determine if there would be enough room available to bring an accessible van for demonstration purposes. This matter will be discussed at the next meeting. 2. MINUTES Moved by K. Brettell, seconded by S. Barrie THAT the minutes of the meetings held on February 27 and April 2, 2008 be approved. “CARRIED” 4. NEW BUSINESS a) Accessibility Standards for Customer Services (Ontario Regulation 429/07) – Report CLD-013-08 A copy of Report CLD-013-08 was provided to the Committee members for information. The report was presented to Council on April 21, 2008. b) Joint AAC Meeting – April 22, 2008 A verbal update of the Joint AAC meeting held on April 22, 2008 at Regional Headquarters was provided by Sally Barrie and Patti Barrie. The meeting was very well attended and presentations were received from Durham Emergency Measures and Paul Feldman who addressed new technology. A roundtable discussion took place where each Accessibility Advisory Committee highlighted a best practice implemented within their municipality. c) Misuse of Disabled Parking Permits and Spaces Moved by S. Barrie, seconded by K. Brettell THAT the Council of the Municipality of Clarington be requested to endorse the following resolution of the Town of Newmarket pertaining to the misuse of disabled parking permits and spaces: “WHEREAS it is in the public interest to ensure that access to disabled parking spaces for persons with disabilities is readily available; AND WHEREAS it would appear that there is a misuse of disabled parking permits and parking spaces; Clarington Accessibility - 3 - May 7, 2008 Advisory Committee AND WHEREAS the Provincial Government of Ontario supports quality of life for persons with disabilities through its Accessibility for Ontarians with Disabilities Act and Ontarians with Disabilities Act legislation; THEREFORE BE IT RESOLVED by the Municipal Council of the Corporation of the Town of Newmarket, and supported by its Accessibility Advisory Committee, as follows: THAT the Premier of Ontario be requested to take action to eliminate the misuse of disabled parking permits and parking spaces, including but not limited to such actions as: ? Ensure that Justices of the Peace enforce the minimum fines that apply to offenders ? Provide for a two point penalty on the offender’s driver’s license ? Establish penalties for the misuse of a disabled parking permit including fines and a two point penalty on the offender’s driver’s license ? Require people who hold a disabled parking permit to obtain a special photo identification card ? Provide for minimum fines for those who block disabled parking spaces (i.e. using disabled parking spaces for snow storage) AND THAT a copy of this resolution be forwarded to the Premier of Ontario for action, the Attorney General, the Lieutenant Governor and to the Association of Municipalities of Ontario for email circulation to municipalities and their Accessibility Advisory Committees requesting their support.” “CARRIED” d) Accessibility for Ontarians with Disabilities Act, 2005 The Committee received, for information, correspondence advising that at their April 21, 2008 meeting, Council endorsed a resolution from the City of Port Colborne calling upon the Association of Municipalities of Ontario to petition for and work with the Province on the development and provision of a proper and fair provincial funding mechanism to assist municipalities and other provincially funded public sector organizations in complying with the provision of Ontario Regulation 429/07 so that the financial burden imposed by the Regulation is fairly shared by all residents of Ontario. e) Lakeridge Health Projects to Improve Accessibility Arnel Schiratti, Lakeridge Health requested a meeting with Committee members at Bowmanville Hospital in order to provide recommendations on select accessibility projects. David will call him to arrange a mutually convenient time for him, Sylvia and Keith to meet with him at the site. Clarington Accessibility - 4 - May 7, 2008 Advisory Committee f) Accessibility Challenge Discussion ensued about the possibility of undertaking an Accessibility Challenge in Newcastle in the fall. Members were requested to bring suggestions to the next meeting. The March of Dimes will be contacted for information. g) Site Plan Review The Committee reviewed the site plan submitted by Kawartha Pine Ridge District School Board for an addition to Waverley Public School. The only concerns were the location of the push buttons on the new washroom door as well as the location of the push buttons on all the new entrance/exit doors. 6. DATE OF NEXT MEETING The next meeting of the Committee will be held on Wednesday, June 4, 2008 at 6:00 p.m. in Meeting Room 1A. 7.
