In the absence of the Chair and the Vice-Chair, Sylvia Jaspers-Fayer chaired the
meeting.
1. ADOPTION OF MINUTES
Moved by Keith Brettell, seconded by Corine Goodwin
THAT the minutes of the meetings held on February 3, 2010 be approved.

2. BUSINESS ARISING FROM MINUTES OF LAST MEETING
a) Community Advantage Rehabilitation Inc. – “Deaf Child Sign”
Correspondence has been received from Ron Baker, Traffic Co-ordinator,
Engineering Services advising that the Traffic Management Committee
reviewed this matter for the second time at their meeting held on
February 18. The Committee has indicated that they do not want to see a
proliferation of various disabled signs which have not been proven to be
effective. A motion was passed by the Traffic Management Committee
that the request for the “deaf child” sign or other signs for individual
persons with disabilities be denied. The Municipal Clerk indicated that she
has been advised verbally that Community Living does not support the
installation of the sign.

Moved by Councillor Hooper, seconded by Corine Goodwin
THAT, based on the comments received from the Traffic Management
Committee and Community Living raising safety concerns for our
residents, the Committee recommend to Council that the request received
from Community Advantage Rehabilitation Inc. to install a “deaf child” sign
on Prout Drive, Bowmanville, be denied.

b) Accessibility Expo
The Accessibility Expo: Breaking Down Barriers Business Plan prepared
by the Regional Municipality of Durham was reviewed. The Municipal
Clerk provided an update of the Co-ordinating Committee’s meeting and a
discussion of the events of the day ensued. Committee members were
requested to forward any sponsorship ideas. The Committee members
indicated their willingness to provide volunteer manpower; once the duties
and responsibilities are finalized further discussion will take place.
Moved by Keith Brettell, seconded by Corine Goodwin
THAT $1000 be paid to the Regional Municipality of Durham as
Clarington’s contribution to the Accessibility Expo: Breaking Down
Barriers, upon receipt of an invoice.

4. NEW BUSINESS
a) Channelized Islands
Correspondence regarding channelized islands at various intersections
was received. The Committee does not have a concern with the islands,
in fact believe they help to keep traffic flowing. There is some concern,
however, that the islands may make for a longer crossing time and
questioned whether a manually activated walk signal might be able to be
installed at these intersections. The Committee will request comments
from the Engineering Department and Sylvia will gather information from
Europe regarding the matter.
b) Sidewalk Snowclearing
Correspondence from Anne Leggo has been received regarding sidewalk
snowclearing practices in Bowmanville. A response will be forwarded to
Ms. Leggo advising of the Municipality’s snowclearing policies and her
correspondence will be forwarded to the Operations Department.

5. OTHER BUSINESS
a) Recreation Facilities Infrastructure Upgrade Funding
The Committee was advised the Joseph Caruana, Director of Community
Services has responded to the email received from Tim Hick regarding
recreation facilities infrastructure upgrade funding.
6. DATE OF NEXT MEETING
The next meeting will be held on April 7, 2010 at 6:00 p.m. in Committee
Room 1A.
7. ADJOURNMENT

THAT the meeting be adjourned.
