Councillor Schell indicated that he would be Disclosing a Pecuniary Interest

with respect to the item pertaining to the Orono Mill Pond Dam and the remainin-

DELEGATIONS
(a) Janine Dupuis,. re: Danger at
corner of Holt Road and Nash Road-circulated a petition containing approximately 290
signatures of persons requesting a four-way stop at the intersection of Nash Road and
Holt Road. There was a fatal accident which occurred on February 24,2000 at this
intersection and Mrs. Dupuis fears that this"killer corner"will also be very dangerous
for children riding their bicvcles.

(b) Don Welsh, —re: Clarington
Beech Centre - advised that the older adult membership has now reached 400 and that
the parking lot can only accommodate 45 cars. He requested that Council rescind a
by-law which prohibits parking on both sides of the street and requested that staff be
directed to report to Council within one month on how to best resolve the parking issue
at the Clarington Beech Centre. He advised that he would be happy to meet with staff
regarding this issue and stated that lie did not have suggestions at this time.
Councillor Novak chaired this portion of the meeting.
PUBLIC MEETING

Pursuant to the Planning Act, the Council of the Municipality of Clarington,
through its General Purpose and Administration Committee, is holding a Public
Meeting for the following application:
(a) Rezoning Application—Part Lot 14,Concession 8, Former Township of
Darlington—Louise and Robert Martin
The Clerk's Department sent public notice for the rezoning application by first class
mail on or before February 18,2000 to all property owners within 120 metres of the
subject property in accordance with the latest municipal assessment record. In
addition,a notice was also posted on the site prior to February 18,2000. This
notice procedure is in compliance with the Ontario Regulation made under the
Planning Act.
(a) Report PD-023-00—Louise and Robert Martin-the purpose and effect of the
application is to permit the construction of a single detached dwelling unit.
No one spoke in opposition to this application.
John Wood, ,-xpressed support for the
application on the basis that the property is not suitable for agricultural purposes.

Robert Martin, irculated photos of his
property and described the background of the application. He noted that the area
being rezoned is located outside of the valley land. He also noted that in the mid
1980's, a rezoning application was approved for the lands situated north of the
subject site. lie stated that he purchased the property in 1991 and that his existing
dwelling is now too small for his family. Mr. Martin advised that,even though
there is a possibility that his request may be denied, he will do everything necessary
to meet the requirements of the municipality.

1. BACKGROUND
1.1 On March 16, 2000, Staff received a request from 765400 Ontario Limited for the
removal of Part Lot Control in respect to Lots 115 to 131 inclusive on Registered Plan
40M-1929. These lots are located in part Lot 34, Concession 2, former Township of
Darlington and have frontage on Eastfield Crescent in Courtice.
1.2 Plan of Subdivision 40M-1929 received draft approval for seventeen (17) lots for thirty-
four(34) semi-detached dwelling units. The removal of Part Lot Control would facilitate

the construction of semi-detached dwelling units on each of the lots. The process will
enable the lots to be divided and resurveyed after the dwelling foundations are in place.
The lots are in a registered plan of subdivision; therefore, there is an existing agreement
in place to cover the Municipality's financial interest, including payment of parkland
dedication and development charges.
1.3 The zoning on these lots is "Urban Residential Type One (R1)". The Holding symbol
was removed by By-law 97-161, passed July 7, 1997.

2. COMMENTS
2.1 Staff has no objection to the approval of a By-law exempting the subject lands from Part
Lot Control. The Part Lot Control by-law requires the approval of Council and the
Regional Municipality of Durham.
2.2 The By-law may provide a specified timeframe during which the By-law shall be in
force. Staff recommends that the By-law be in force for a three (3) year period following
Council approval, ending April 3, 2003.

WHEREAS the Council of the Corporation of the NfUnicipality of Clarington deems it advisable
to exempt from Part Lot Control, Lots 115 to 131 inclusive,of 40M-1929,registered at the Land
Title Division of Whitby;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Municipality of Clarington enacts as follows:

1. That Subsection 5 of Section 50 of the Planning Act shall not apply to those lands

described in Paragraph 2 within the By-law.
2. That this By-law shall come into effect upon being approved by the Regional
Municipality of Durham and thereafter Subsection 5 of Section 50 shall cease to apply to

3. Pursuant to Subsection 7.3 of Section 50 of the Planning Act, this By-law shall be force

acres in 1996. The increase in farm size is a common trend found occurring throughout
Southern Ontario. The average farm size in Ontario is now 206 acres.
2.53 In 1976, Clarington had 93,335 acres of farmland. In 1996, the amount of farmland fell
by 7,381 acres to 85,985 acres. This is a decline of 8%. During this same time, there was
a decline of 13% in the amount of farmland within Durham Region. Of the lake front
municipalities within Durham Region, Clarington experienced the least amount of change
in the loss of farm acres.

2.5.4 Farm ownership is much higher in Durham Then the rest of the GTA. In Durham 63%
was owned, compared to 44% in York, 48% in Peel and 45% in Halton. This would
indicate a stronger agricultural base less dependent on lands owned by speculators,
government, retired farms or non-farmers. It is comparable to the provincial average of
70% owned.
2.5.4 Agriculture jobs in the GTA and Durham Region are declining. Between 1991 and 1996
the GTA experienced a loss of 15% and Durham Region experienced a loss of 7%.

Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:

2. THAT a copy of Report PD-032-00 be forwarded to the Durham Region Federation of
Agriculture and to the Greater Toronto Area Federations of Agriculture Project
Management Committee.
1. PURPOSE
1.1 The "Greater Toronto Area Agricultural Economic Impact Study" was commissioned by
the Greater Toronto Area Federations of Agriculture. The purpose of the study was to
"identify the benefits that agriculture provides to the urban populations of the Greater
Toronto Area (GTA) and the circumstances required to ensure that agriculture has the
opportunity to continue to exist in the GTA".
The two main objectives of the Study are to measure the economic benefit of agriculture
in the GTA and to share these findings with government agencies enabling these agencies
to make more informed decisions on issues that may impact agriculture.

1.2 The Federation of Agriculture will be making a presentation to Committee on April 3,
2000. The purpose of this report is to highlight some of the main findings of the GTA
Agricultural Economic Impact Study emphasizing agricultural activities in Clarington. A
copy of the complete report has been provided to the Committee by the Clerk.
1.3 On February 4, 2000, the GTSB adopted the eight recommendations of the Greater
Toronto Area Agricultural Economic Impact Study and will include consideration of the

agricultural industry as an important component of GTSB strategies. The eight
recommendations can be referred to in Attachment 41 to this report. The
recommendations are not specifically addressed in this report but will be reviewed during
the presentation.
2. FINDINGS
The report provides a profile of the agriculture industry within the GTA. Information
such as number of farms, types of farms and amount of acres of cropland are provided.
In addition, the report also provides economic information such as farm revenue and farm
receipts. The economic impacts of agriculture are discussed and the advantages in
retaining an agricultural tax base are identified. The social, cultural and environmental
impacts of agriculture are also discussed in this study. Some of the main findings are
reviewed below.

2.1 Agriculture in the GTA Context
In 1996 there were 529 farms in Clarington representing 11.5% of the farms within the
GTA. Clarington's share of the percentage of acres farmed within the GTA is also
significant. The number of acres farmed in Clarington (85,985 acres) is second only to
Caledon (89,569 acres) within the GTA. These numbers signify the importance of
Clarington's agricultural industry within the GTA.

2.2 Agriculture in the Durham Context
Clarington has the largest amount of farmland in Durham Region. Pickering, Ajax,
Whitby and Oshawa combined comprise only 15% of the farm acreage in 1996,
compared to 26% in Clarington alone. Clarington's 529 farms are the largest of any
municipality in Durham, the City of Oshawa has only 70 farms and the Town of Whitby
only 88 farms. As would be expected Ajax is the lowest with only 28 farms.. Scugog
has 445 farms, the second highest in Durham.

Within Clarington, there are 154 beef cattle farms (32.7%) and 107 miscellaneous
specialty farms' (22.7%). Together, they comprise 55% of the farms in Clarington.
However, Clarington dominants the fruit farm industry within Durham as over 52% of
Durham's fruit farms are located within Clarington. Apples and strawberries are the
overwhelming dominant fruit farms in Clarington. Clarington has 63% of the apple
orchards in Durham and 40.4% of the strawberry fields in Durham.

2.4 The Agriculture Economy in Clarington
Agriculture represents a significant economic component in Clarington. The 1996 census
statistics reveal that C'larington's farms accounted for greater than 25% of the gross
i
receipts for farms within Durham in 1996. Of greater significance is the fact that the
gross receipts of Clarington's agricultural industry totalled $52.8 million, second highest
within the GTA, behind only Halton Hills ($65.3 million).
Folly one-quarter of Clarington farms bring in gross receipts exceeding $100,000
annually. Also of interest is the fact that over 55% of Clarington farms have annual gross
receipts of less than $24,999. This factor leads would indicate that in Clarington, a
significant component of the farm industry provides a secondary source of income for the
income earner.
Almost 1000 people are directly employed in the agricultural industry in Clarington.
Clarington agricultural workforce comprises almost 25% of Durham Region's
agricultural workforce. In addition to the above, the agriculture sector creates a number
of indirect jobs, primarily in retail and wholesale trade and agriculturally-related
businesses.
Miscellaneous Specialy Farm is a farm that derives 51% or more of its income from one of the following
categories: sheep and lamb, goat, horse and pony, fur, other animal specialty (eg. deer), mushroom, greenhouse
products, nursery products and other horticultural specialty.

2.5 Changes in Farming
2.5.1 Since 1976, there has been a loss of 657 farms within Durham Region. Clarington lost
167 farms, a decline from 696 in 1976 to 529 in 1996. This reduction (24%) is
significant within Clarington and represents a significant portion (25%) of the number of
farms lost in Durham Region. However, the decline in the number of farms, in part
reflects increasing farm sizes and does not necessarily correspond with the loss of farm
land.

3. MUNICIPAL OFFICIAL PLAN POLICIES
3.1 The Clarington Official Plan recognizes that the agricultural industry is a very important
part of the Municipality's economic base. It is the goal of the Official Plan to encourage
and support the agricultural industry. The objectives of the Official Plan include
preserving high quality agricultural lands for farming purposes, to promote stewardship
of agricultural lands for future generations and to direct non-farm uses to settlement
areas.
3.2 Clarington s Official Plan has stringent policies with respect to the protection of
agricultural land. Only development directly related to an agricultural activity shall be
permitted without amendment to the Official Plan. The creation of new lots within the
agricultural area is discouraged with the exception of severances for retiring farmers and
new 40ha(100ac) farm parcels. The purpose of restricting lot creation and other forms of
development in the agricultural areas is to preserve the existing agricultural areas and to
ensure that further deterioration of the agricultural land base does not occur.
3.3 Clarington's Official Plan policies recognize the farming may not be the sole occupation
of farmers, and thus provides for home occupation uses and home industry uses. It also
permits farm-related industrial/commercial uses to service the farming community.

4. SUMMARY
1
4.1 Farming in Clarinv ton represents a significant component of the agricultural industry in
Durham Region and within the GTA. This is reflected not only in the total number of
farms and the number of acres farmed, but also in the gross receipts produced by farms in
Clarington. These numbers are indicative of the fact that the agricultural industry in
Clarington is thriving. Clarington's proximity to a market of 120 million people and the
high quality soils which are found in Clarington are reasons often given for the
i
outstanding performance of Clarington farms.
4.2 Over the years, farming in Southern Ontario has been eroded by urban sprawl and
policies that did not support the complete protection of agricultural land. In recent years,
the protection of agricultural land has been an important issue and has been given the
consideration-it is due.
4.3 Clarington shares a strong community of interest with Scugog, Uxbridge and Brock in
providing the municipal environment to support farmers and the broader agricultural
community.

GREATER TORONTO AREA AGRICULTURAL ECONOMIC IMPACT STUDY
RECOMMENDATIONS
1. Land use policies governing the use of agricultural land should be
consistent across the GTA and should reflect the need to protect large
contiguous areas from conflicting land uses and to prevent the further
fragmentation of the agricultural land base.
2. Long range planning for the extension of roads and services must be
done with the understanding that where there are services, there is
pressure for development. Planning for urban services should be done
comprehensively to avoid pressure on prime agricultural areas.
3. This study introduced the concept that the agricultural industry is a
critical mass or cluster that sustains itself. If components of-the cluster
disappear, the cluster as a whole will be weakened. Additional research
to identify the critical mass and essential elements required by various
sectors of the industry would be useful to support planning for the
industry.
4. An input-output analysis was conducted as p art of this project, the
results are contained in this report. However, there are limitations with
this approach that are caused by the lack of specific data on a regional
basis. Given the importance of the GTA economy, it would be
appropriate to develop and maintain input-output tales for the GTA
economy.
5. The issue of the taxes paid versus the services used is one which has not
been specifically studied in the GTA. Comprehensive studies focusing
on this issue would add helpful insight to the long term cost versus
return of different types of development.
6. Agriculture is a rapidly evolving industry being updated by
technological advance. All parties involved in the future of agriculture,
from the farm operators to the politicians, should be kept abreast of the
essential requirements of the industry to keep pace with these changes.
7. Agriculture in the GTA is a diverse, sophisticated industry that provides
a wide variety of products. Marketing of this industry is key to its
success. Given its nature, there are sectors, which are not marketed
effectively. Farmers identified a need for assistance with marketing and
responding to international trends. Programs to address these should
be expanded and developed.
8. Although there are excellent educational programs for farmers, there is
a need for hands on, co-operative programs to train and update farm
employees. Efforts should be made to respond to this need, potentially
through expanded skills, training, and apprenticeship programs
designed to enhance innovation and entrepreneurship.

It is respectfully recommended that the General Purpose and Administration Committee j
recommend to Council the following:
1. THAT Report PD-033-00 be received;
2. THAT the request for removal of Part Lot Control for Lots 45 to 63 all inclusive, on
40M-1994 and the removal of the Holding (H) symbol with respect to 40M-1994 be
APPROVED, and that the attached Part Lot Control By-law be adopted and forwarded to
the Regional Municipality of Durham pursuant to Section 50 (7.1) of the Planning Act;
3. THAT the attached by-law to remove the Holding (H) symbol be APPROVED and
forwarded to the Regional Municipality of Durham; and,
4. THAT all interested parties listed in this report and any delegations be advised of
Council's decision.
1. APPLICATION

2. BACKGROUND
2.1 Draft Plan of Subdivision 18T-91005 (registered plan 40M-1994) received draft approval
for nineteen (19) lots for thirty-eight (3 8) semi-detached dwelling units.
2.2 Removal of Part Lot Control
On March 16,
2000, Staff received a request from Claret Investments Limited and
1351739 Ontario Limited for the removal of Part Lot Control in respect to Lots 45-63

inclusive of 40M-1994 (see Attachment #2). The removal of Part Lot Control would
facilitate the construction of semi-detached dwelling units on each of the lots. The
process will enable the lots to be divided and resurveyed after the dwelling foundations
are in place. The lots are in a registered plan of subdivision, therefore, there is an existing
agreement in place to cover the Municipality's financial interest, including payments of
parkland dedication and development charges.
2.3 Removal Of Holding (H) Symbol
Subsequently on March 22, 2000, Staff received a request from Claret Investments

Limited and 1351739 Ontario Limited for the removal of the "Holding (H)" provision
from the lands associated with Registered Plan of Subdivision 40M-1994. Attachment#1
shows the location of the lots zoned "Holding - Urban Residential Type Three ((H)R3)" .
3. STAFF COMMENTS
3.1 Removal of Part Lot Control
Staff has no objection to the approval of a By-law exempting the subject lands from Part
Lot Control. The attached Part Lot Control By-law requires the approval of Council and
the Regional Municipality of Durham.
3.2 Removal of Holding
The subject property is presently zoned "Holding - Urban Residential Type Three

((H)R3)". The provisions of the Zoning By-law allow for the removal of the "Holding
(H)" symbol, by By-law, upon Council being satisfied that the uses to be permitted will
be adequately serviced, have appropriate access, and will be used for the purposes
intended by the By-law.

3.3 The applicant has recently registered Plan 40M-1994. The existing subdivision
agreement is applicable for all phases of development and does not require amendment or
modifications.

3.4 It is noted that pursuant to Section 36 of the Planning Act, a by-law amendment to
remove the "Holding (H)" symbol is not subject to the normal appeal period afforded to a
standard rezoning application, and accordingly shall be deemed final and binding should
Council grant approval of same.
4. RECOMMENDATIONS �
4.1 The Planning Act leaves it to the Municipality to determine an appropriate timeframe
during which the Part Lot Control By-law shall apply. Staff recommends that the Part
Lot Control By-law (Attachment #3) be in force for a three (3) period following Council
approval, ending April 3, 2003.
4.2 In consideration of the comments noted above, it is recommended that the attached
zoning by-law (Attachment # 4) be approved for of the removal of the "Holding (H)"
symbol.

being a By-law to designate a certain portion of Registered Plan
40M-1994 as not being subject to Part Lot Control.
WFIEREAS the Council of'the Corporation of the Municipality of Clarington deems it advisable to
exempt from Part Lot Control, Lots 45 to 63, inclusive on Plan 40M-1994 registered at the Land
Titles Division of Durham.
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Municipality of Clarington enacts as follows:
I
I. THAT Subsection (5) of Section 50 of the Planning Act shall not apply to those lands
described in Paragraph 2 within the By-law.
2. THAT this By-law shall come into effect upon being approved by the Regional
Municipality of Durham and thereafter Subsection(5)of Section 50 shall cease to apply to
the following lands:
a) Lots 45 to 03,inclusive on Registered Plan 40M-1994.
3. Pursuant to Subsection 7.3 of Section 50 of the Planning Act, this By-law shall be in force
for a period of three(3)years ending on April 3,2003.

EXPANSION OF MUNICIPAL ADMINISTRATIVE CENTRE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-12-2000 be received;
2. THAT Shoalts and Zaback Architects Ltd., Kingston, Ontario with a total bid
(including disbursements) in the amount of$299,000.00 + GST, being the lowest
responsible bidder meeting all terms, conditions and specifications of RFP2000-1,
be awarded the contract for the architectural services for the Main Branch Library
Expansion of Municipal Administrative Centre;
3. THAT a contingency of$50,000.00 be provided for any additional Professional
Services that may be required;
4. THAT the total funds required be drawn from Account#7027-00001-0501 financed
from the Debenture Retirement Reserve Fund as per Report Admin-33-99; and
5. THAT the attached By-Law, marked Schedule "B" authorizing the Mayor and Clerk
to execute the agreement be approved.
BACKGROUND AND COMMENT:
A Request for Proposal was issued with seventeen (17) firms being invited to submit on
providing the Architectural Services for the Main Branch Library/ Expansion of the
Municipal Administrative Centre. Subsequently, eleven (11) proposals were submitted
and tabulated as per Schedule "A" attached.
As stipulated in the proposal documents, proponents were evaluated based on the
following criteria:
- previous library - related project experience

• team concept / compatability
• problem solving skills
• key personnel
• ability to communicate
• working knowledge in Clarington/Region of Durham
• overall impression
• proposed fees and hourly rates
• reference interviews
Based on the above evaluation, the top four firms were interviewed by the selection
committee:
Moriyama & Teshima, Toronto, ON
Shoalts and Zaback Architects Ltd., Kingston, ON
Shore Tilbe Irwin & Partners, Toronto, ON
Phillip Carter/ Moffet Duncan Architects, Toronto, ON
The evaluation process also included personal interviews with the proponents previous
clients. This additional step provided a great deal of insight and information with respect
to how the architects performed with respect to problem solving, design concerns,
meeting budgets, communication and compatability with the owner.
The selection committee consisted of the following staff:
(1) Chief Administrative Officer
(2) Property Manager
(3) Treasurer
(4) Purchasing Manager
(5) Library Director
Subsequent to the interviews and evaluation of the four proponents, the selection
committee invited the top two firms for a second interview. The purpose of the second
interview was to allow for further evaluation of the architects with more specific questions
based on the scope of the project.

Two members of the Clarington Public Library Board Building Committee were also in
attendance at both the first and second interview as observers.
The funds required for the architectural services are included in the total budget allocation
of$7.0 million as approved in Report#Admin-33-99. A detailed construction budget
breakdown will be provided once an architect has been retained and a final design
selected.
Once the award for the architectural services has been made, and as the process for the
design develops, there may be additional professional services that may be required that
were not addressed in the original request for proposal. Therefore, it is recommended
that a contingency in the amount of$50,000.00 be approved.
It is anticipated that preliminary cost estimate and design will be presented to Council for
their consideration before the summer recess.
After further review and analysis of the bids by the selection committee, it is respectfully
recommended that Shoats and Zaback Architects Limited, Kingston, Ontario, be awarded
the contract for the architectural services for the Main Branch Library/ Expansion of
Municipal Administrative Centre.
The required funds will be drawn from Account#7027-00001-0501 financed from the
debenture Retirement Reserve Fund as per report Admin-33-99.
The Treasurer has reviewed the funding requirements and concurs with the
recommendation.

It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report TR-13-2000 be received;
2. THAT the procedures set out in Purchasing By-law No. 94-129, section 5,
Paragraph 06, be waived for this particular transaction;
3. THAT Council authorize Staff to issue a purchase order for the supply of a Mobile
Skateboard Park and Trailer to the Town of Caledon at a total cost of$33,350.00.
(Including taxes)
4. THAT the funds be drawn from the 2000 Community Services approved Capital
Budget Account 7604-00021-0507; FORTHWITH.
BACKGROUND AND COMMENT
A mobile skateboard Park (including trailer) was approved in the 2000 Community
Service Capital Budget.
This is a new program item required for the summer, which is available from a single
source through the Town of Caledon.
The Town of Caledon is co-ordinating the requirements of five (5) Municipalities and will
be placing an order with the suppliers of the components and then assembling the
package for re-sale.
The total required funds of$33,350.00 (including taxes) will be drawn from the
approved Community Services Capital Budget Account 7604-00021-0507 as reflected
on page 410 of the Capital Budget.
Note, as the delivery for this item is six to eight weeks a forthwith approval is requested.

Once Garnet B. Rickard Recreation Complex was confirmed as the main venue for
the program, the Community Services Department became directly involveu as
facilitating partner — providing a location for the program and their demonstrations
to Clarington school children and their families.
2.0 PROGRAM
2.1 Through the involvement of the respective school boards, educational resource
packages are being prepared in advance of the program. The program is offered in
the format of an automobile race in which students will operate slot cars and move
from pit stop to pit sto p
where they will be educated on various aspects of
substance abuse. Each pit stop is sponsored by a related agency.
2.2 The program sponsors expect to include racecar celebrities as well as members of
the various agencies to speak to the children regarding drug and substance abuse.
Prizes will be offered to the participants as they compete in the program. Displays
and demonstrations will be arranged and co-ordinated by the Clarington Steering
Committee. The displays will be interactive and static displays may include actual
racecars used at Mosport International Raceway as well as police vehicles.

2.4 The Steering Committee is also seeking additional corporate sponsorship for the
program and prizes for the participants. In addition, a number of volunteers will be
required to assist the Committee on the days of the event to guide the participants
through the course.
2.5 Insurance, first aid and security for the program will also be arranged by the
Steering Committee.
2.6 An open house for media, parents and the community is planned on Wednesday
June 7, 2000 from 6:00 p.m. to 9:00 p.m. (See attachment #1)
3.0 RECOMMENDATION:
3.1 The Race Against Drugs Program is an invaluable resource to the Clarington
community._ As a proactive prevention program, youth will be educated regarding
the concerns related to drug and substance abuse.
3.2 As the Municipality is fulfilling the role of an active and participating partner in the
program, the Community Services Department is pleased to host the Race Against
Drugs Program at the Garnet B. Rickard Recreation Complex on June 5 to 9, 2000.

Help us educate our youth to make healthy, drug-free lifestyle choices.
The Clarington "Racing Against Drugs" program planning committee, in collaboration j
with the RCMP, is organizing their first annual "Racing Against Drugs" program for
grade five students in Clarington. This program promotes drug awareness and safety
issues, along with healthy alternative choices to drugs, for example sports, hobbies,
Arts, etc.

The central theme of car racing is the secret to the success of"Racing Against Drugs".
Over the three day event, June 6 to 8, 2000, one thousand and five hundred students will
visit fifteen interactive "Pit Stops" where police and community health professionals
share information in a racing environment that captures and holds students interest. As
the grand finale, school teams selected through the "Racing Against Drugs" in-class
programs, will race eight model thunderbirds on a seventy-two foot oval slot-car track.
The combination of classroom activities and the "Racing Against Drugs" Race Day make
this a most impressionable and unforgettable program.
Parents, families, community organizations and members of the public will be invited to
participate as well. The Clarington "Racing Against Drugs" Planning Committee is
coordinating a special evening of activities so no one misses out! At the Garnet B.
Rickard Recreation Complex, June 7, 2000, 6:00 pm to 9:00 pm, parents, businesses,
industry and members of the community will have the opportunity to race in the
"Corporate Challenge", visit the many interactive Pit Stops and enjoy the captivating
entertainment.
Your interest and support for Clarington's "Racing Against Drugs" would be greatly
appreciated. Interested community partners wishing to play an active role in the
coordination of this program are invited to join the planning committee. We are also
seeking financial support, prize donations and participation from community agencies
interested in hosting a "Pit Stop
