October 15, 2001
Mayor Mutton updated Council on the events that happened this
morning at the Optimal Health Chiropractic Centre located at
152 Church Street. The Centre received a coin order that
contained a suspicious white powder substance in a roll of coins.
The substance could be considered an anthrax threat. The Centre
called 9-1-1 and the Police and Emergency Services Departments
responded to the call and notified the Region of Durham's
Environmental Health Unit. The Emergency Services Department
wore hazmat suits to the location and sealed the substance. The
Durham Regional Police have sent the substance to a lab to be
analysed and the Municipality will be receiving the test results
tomorrow. Mayor Mutton stated that the Emergency Services
Department did an excellent job and he commends all departments
that were involved. The Mayor advised Council that the staff
working at the Centre are doing well.
Mayor Mutton advised that the Globe & Mail contacted him
regarding the CF-18s located at Trenton Airport. The Defence
Department located the planes there and they can respond to
Pearson Airport from Trenton within 7 minutes.
Mayor Mutton advised that staff will be placing all building plans of
the Darlington Nuclear Plant in a secure area.
Councillor Schell attended the Police Awards ceremony on
October 13, 2001. Sergeant John Keating of Courtice received the
Policeman of the Year Award.
Bill Paterson, 1909 Bloor Street, Bowmanville, L 1 C 8S1, addressed
Council representing the residents of Bloor Street from Solina Road
west to Courtice Road. The residents are very concerned for their
safety and the safety of their guests due to the rate of speed on
Bloor Street. Mr. Paterson has taken some readings from a radar
gun loaned from the Municipality. Mr. Paterson's results were
taken on a Saturday and the speeds range from 91 km/hr to as high
as 138 km/hr. These results have been forwarded to the Durham
Regional Police Department. Mr. Paterson also requested that a
"hidden entrance" sign be placed on the north side of Bloor Street.
People coming from the east cannot see the hidden entrances. He
is requesting that 60 km/hr and "hidden entrance" signs be placed
in the same location.

Sandra Kranc, Acting City Clerk, City of Oshawa, advising Council
that the City of Oshawa on September 10, 2001, passed the
following resolution:
"1. THAT the City of Oshawa advise the Province that the
proposed Bill 90 - Waste Diversion Act should be
strengthened in the following areas:
. Consider greater or full funding by the industry
of the net operating costs of municipal
recycling programs.
. Consider the issue of provincial funding for
municipal organic waste diversion programs.
. Consider greater representation of
municipalities to ensure that the Board will give
fair consideration of the interests of both sides.
. Consider and clarify the role of the WDO in
terms of governance reform particularly in the
905 area.

September 10, 2001, passed the following resolution:

John Burrett, Acting Director, Economic and Social Policy,
Federation of Canadian Municipalities (FCM), inviting Council to
submit resolutions on subjects of national municipal interest for
debate at the December 5 - 8 meeting of the National Board of
Directors in Dawson City, Yukon. FCM will take a stand only on
issues that are clearly of national municipal interest and which fall
within the jurisdiction of the federal government. Indirect municipal
issues and local/regional issues will not be supported by major
research and lobbying activity, unless otherwise directed by
delegates at the Annual Conference or by FCM's National Board of
Directions. Submissions must be received no later than midnight
on October 17, 2001.

John R. O'Toole, MPP, Durham, providing Council with information
regarding the 2001-2002 grant applications for the Ministry of the
Solicitor General's Partners Against Crime initiative. Funds are
being made available this year to assist projects that will focus on
reducing the opportunity for crimes to be committed.
Neighbourhood Watch programs are but one example of a program
that achieves this goal. The deadline for applications is
October 12, 2001.

Alexander McLean, writing to Jean Monty, Chairman/General
Manager, Bell Canada Ltd., regarding Claim #56-6-512 against Bell
Canada. Mr. McLean states that there is an obvious lack of
response from Mr. Monty and Bell organization regarding this claim.
It is Mr. McLean's intention to refer this case to claims court and put
on the table the complete details contained in his 'Bell File', being
any and all correspondence between himself and Bell Canada to
substantiate his claim. He seeks honesty/fairness and integrity
from those companies who serve the communities, as a whole, and
does not expect exploitation, as has been demonstrated by Bell
Canada Ltd./Contractors, with regards to his property.

George E. Gouldburn, expressing his objections to the Clarington
Official Plan Application Amendment for the Courtice Highway
#2/Main Central Area Secondary Plan. The concern of the
residential property owners along the section from Maplefield Road
(proposed) and Courtice Road do not appear to lend any weight to
the proposed planning process. Mr. Gouldburn was a member of
the Study group and many times voiced his objections to the
proposed designations being submitted by the planners in regard to
this area. The designation of Medium Density Residential, if
subject to the entire area might work but the splitting of the 7 lots to
allow detached homes along Avondale Drive has effectively
devalued their property by at least 40%. Mr. Gouldburn wishes to
personally appeal to Council and the Planning Department to
remove the split lot proposal on these 7 lots and make the
designation of this entire area Mixed Use. Develop a list of uses
that can be developed on these lots that would be more in keeping
with the proposed Courtice Downtown Development.

John R. O'Toole, MPP, Durham, advising Council that it was a
pleasure to attend the September 4, 2001, meeting to hear first-
hand some of the issues the municipality is facing. It was
especially useful to learn of Council's suggestions regarding an
Oak Ridges Moraine meeting for Clarington. Mr. O'Toole
welcomes the opportunity to be copied on any reports or
resolutions dealt with by Clarington Council. This input is important
to his role at Queen's Park and will assist him in ensuring that
Clarington's voice is heard.

George Gouldburn, providing the Director of Planning Services and
Council with a petition regarding Amendment No. 24 to the
Clarington Official Plan, Courtice King StreeUMain Central Area
Secondary Plan. Mr. Gouldburn wishes to have the petition
included with and considered the petition submitted by Derek Baird
to the General Purpose and Administration Committee on behalf of
the property owners along Highway 2 on September 17, 2001.

Bill Enouy, Mayor, Corporation of the Town of Kirkland Lake,
providing Council with the comprehensive proposal that the Town
of Kirkland Lake provided to the City of Toronto at a Works
Committee meeting on September 10, 2001. The "Enviroganic
2010 Waste Diversion Partnership" is a fully integrated composting
and waste disposal proposal that provides for a single
environmentally and economically superior solution to its waste
management challenges.

Betty Irving, Secretary, Bowmanville Santa Claus Parade
Committee, inviting Mayor Mutton to take part in the annual
Bowmanville Santa Claus Parade planned for Saturday, November
17,2001, at 10:30 a.m. The parade marshalling will start on
Church Street by the old Fire Hall and they ask for the Mayor to
arrive at least 15 minutes prior to departure.

the wonderful donation made to the school for their 5th Annual
Welcome Back BBa and Fun Fair which was held on
September 13, 2001. The school made a profit of $4,024.00.

Margaret Klem, President, Board of Directors, Durham Outlook for
the Needy, inviting Council to attend the First Annual Fund Raising
Event "Singing With Tears" for St. Vincent's Kitchen on Saturday,
October 20, 2001. For the past eleven years they have been a self-
supporting, non-profit organization, depending solely on the
generosity of our community. They have over six hundred
volunteers per month for the Durham Region who feed
approximately two hundred clients a day. Due to the stress on their
aging equipment, they find it necessary to upgrade their facility.
This fundraising event will provide the means to purchase a
holding/steamer, as well as much-needed tables and chairs.

Council that the Region of Durham on September 19, 2001, passed
the following resolution regarding the Ministry of the Environment -
Municipal Groundwater Studies Initiative:

Suzanne Nobes, Coordinator, Community Relations and
Volunteers, The Oshawa/Clarington Association for Community
Living, providing Council with a copy of the Oshawa/Clarington
Association for Community Living's 2000/2001 Annual Report. This
past year they have continued to provide excellent care and the
highest quality of service to over 450 individuals with a
developmental disability. The Association, in May of this year,
joined the ranks of 250 elite organizations worldwide by
successfully meeting the requirements of a 2 year Accreditation
Designate from Accreditation Ontario. They would not have been
able to reach this achievement had it not been for the incredible
teamwork within their organization and from our community.

Louis A. Turpen, President and Chief Executive Officer, Greater
Toronto Airports Authority (GTAA), advising Council that the GTAA
would like to meet with key constituents in the community to share
their mandate and the approach they hope to take over the next
few years regarding the possible airport on the Pickering lands.
They are now working to establish a community consultative
committee in addition to opening a community site office. The
GT AA's goal is to keep the community informed and consulted at
every step in the process which will ultimately lead to a decision
regarding the development of the Pickering site.

Judith Spring, Chair, Board of Trustees, Lakeridge Health, writing to
The Honourable Tony Clement, regarding their redevelopment
project. The Durham Regional Cancer Centre is their highest
priority and they are publicly about to launch a major community
fund raising campaign to raise the community funds portion of this
project. An announcement of commencement of this project after
many years of waiting will be welcome news to the community. Ms.
Spring wishes Mr. Clement to be aware of concerns they have of
the impact of potential stoppages in the completion of their new
north wing at the Oshawa site.

Protection (PVP) Program has been established to administer the
requirements outlined in Article 8.0 of the Federal/Municipal

Helen Schmid, writing to the Director of Planning Services and
Council, regarding the preferred name changes. Ms. Schmid has
the following suggestions for Victoria Street:

It occurred to her to rename the street to honour the late Dr. A.F.
McKenzie, who died April 4, having served our community for forty-
five years. He had considerable property fronting on Victoria
Street. Some suggested names are:

Ms. Schmid would be pleased, as a volunteer, to poll all six
householders whose property fronts all, or partially, on Victoria
Street with a list of names from the Planning Department.

I - 16 Michael Binder, Assistant Deputy Minister, Spectrum, Information
Technologies and Telecommunications, Industry Canada, writing to
Telecommunication Council regarding Industry Canada's siting process for
Towers

telecommunication towers. Under the Radiocommunication Act the
Minister of Industry is responsible for radicommunications in
Canada including antennas and their supporting structures.
Industry Canada, in recognizing the importance of considering the
potential impact of antenna installations on their surroundings, has
instituted procedures for applicants. These procedures include a
mandatory consultation process in order that land-use authorities,
such as the Municipality of Clarington, are consulted by applicants
when radio systems incorporating significant antenna structures are
proposed. In this way, municipalities have early notification of
proposed antenna towers within their community. By the same
token, they are given an opportunity to influence the siting of a
tower as well as the opportunity to develop a consultation protocol
which is appropriate for their community.

Industry Canada is of the view that it is through consultation with
land-use authorities that the siting of towers is influenced. It is
equally so that Industry Canada believes that as part of land-use
consultation, authorities could reasonably require public notification.
More specifically, should municipalities and other land-use
authorities wish to develop a consultation protocol for their
community, such a protocol could include public notification and
consultation prior to the installation of new antenna supporting
structures.

Pat Irwin Lycett, Secretary, per Karen Clouter, Chairperson, Board
of Directors, Bethesda House, writing to the Ministry of Community
and Social Services, thanking the Ministry for the opportunity to
submit the Feasibility Study for a new 15-bed shelter in
Bowmanville. The recommendations put forward by the
professional consultants to construct a new facility on the present
site, following careful consideration of various alternatives, is the
most appropriate and cost-effective approach, given the
deficiencies of their existing building. A new structure would be a
tremendous improvement on the current situation, given the on-
going and difficult-to-eradicate presence of mould in the building.
They feel that this approach provides a long-term solution which
addresses various problems involving safety, security and liability.

The foregoing Resolution #C-542-01 was then put to a vote and
"CARRIED AS AMENDED."
John Greenfield, writing to Council regarding Report EGD-10-01
submitted by the Clarington Traffic Management Advisory
Committee. Mr. Greenfield feels it is obvious that the Advisory
Committee's recommendations are designed to increase the flow of
traffic with no concerns whatsoever for the safety of pedestrians.
With the recommendations contained in EGD-1 0-01, the speed of
the vehicles will increase, also it will attract more transport trucks,
of which there are a large number now. The report states the
overall average speed is 52.4 km/hr, which he finds extremely
doubtful. The report claims that the Police enforcement is the best
approach with regulatory speed signs to control the traffic. The
Police are too busy with other projects to be concerned with traffic
on a residential street and where in Clarington do the Police control
the speed of traffic? The report claims there are not enough
accidents to warrant all way stop signs at this location. How many
people must be disabled or killed to warrant stop signs?

Gordon Chong, Greater Toronto Services Board (GTSB), advising
Council of the provincial expectations as the GTSB slowly expires
over the succeeding months. It is expected that the process will
take at least until year end. It is also expected that all relevant work
will be completed and handed over in good order to the appropriate
agency or ministry that will have coverage over each specific area
of interest.

Council regarding biosolids and related water testing. On
June 13, 2001, Bill 81 was introduced to legislation to set and
enforce clear, consistent standards for nutrient management on
farms and protect the environment. Specially trained Provincial
Officers from the Ministry of the Environment with a knowledge of
agriculture would ensure focused and effective environmental
enforcement of strong, new standards. This Bill would assist the
Ministry of the Environment in protecting the environment with
strong, new preventive measures.

Under Bill 81, the recently introduced Nutrient Management Act
2001, standards would be developed for all land-applied materials
containing nutrients relating to agriculture, including livestock
manure, commercial fertilizer, municipal biosolids and industrial
pulp and paper sludge. With regard to the sampling and analysis
program planned for the ground and surface waters in the
Clarington area, Ms. Witmer is pleased to advise that ministry staff
informed her they anticipate the drilling of the test wells will be
completed by the end of September, 2001, and the sampling
conducted in October. Further, staff have indicated that the results
of the analysis should be available by late autumn.

at the corner of Bennett Road and Wilmot Creek Drive, they
nevertheless feel that it is not enough to deter people from using
Wilmot Creek as part of the Trail system.

three-hour parking sign which has recently been erected at the
entrance to the parking lot at Elephant Hill Park. She is also
concerned with the limited parking on the street and the fact that
most of the driveways were not designed for more than one or two
vehicles.

Carole Gould, requesting Council to proclaim the week of
November 5 - 10, 2001, Quilt Heritage Week. During this week the
quilts will be displayed at the municipal offices. The quilt displays

public viewing during business hours. Visitors to Bowmanville will
enjoy the range of quilts on display in the various venues around
town.

Kevin and Anita Fogarty, providing the Mayor with a copy of their
letter to Peter Balaban, District Manager of the Ministry of
Environment (MOE) for York-Durham, regarding workers of MOE
spreading sewage sludge on the property belonging to 2155 9th
Concession which adjoins Mr. and Mrs. Fogarty. This disturbs
them greatly for the following reasons:
1.
They have not given, and would not ever give permission for
sewage sludge to be spread on their land;
The land which was spread with this sludge on the 26th and
28th of September is higher than theirs and slopes to the
north and west directly down to their property;
Due to the recent rain, the land in question was saturated;
Rain was falling intermittently throughout the day of 26th
September;
Any heavy downpour at that stage would have meant run-off
onto their property;
The ground was too wet at the time for satisfactory
incorporating;
As of 6:00 p.m., Saturday, September 29th, most of the
sludge spread on this field is lying on top of the ground, and
still has the potential to run off if we should get heavy rain.

Nomination form for the Young Heritage Leaders Program 2001, for
Andrea Meszaros. Andrea has been an enthusiastic volunteer at
the Bowmanville Museum for 4 years. She has helped out at
fundraising events such as the weekly Victorian Tea. She does not
mind helping at the Museum as she has a great love of history. On
her own she has organized a pioneer spinning and sewing
demonstration at their open house. Andrea arranged for herself
and a sewing instructor to demonstrate the way out ancestors
made and used thread and explained to visitors how this was used
for clothing, quilting and other pioneer crafts. Andrea is active in
the community notably in the 4-H Club.

boundary should remain fixed for a minimum of 5 years with
a potential objective of a 10 year horizon. In this context,
Caledon further comments that this policy would reflect the
intent of the Oak Ridges Moraine vision to tie expansion of
settlement areas to broader growth management strategies,
while still accommodating the manner in which growth
management is implemented in Caledon. This
implementation, in Caledon, involves a multi-year phased
program for completing detailed community plans for various
settlement areas, establishing settlement boundaries in
accordance with the Growth Strategy approved in the five-
year review;
AND FURTHER, that the subject reports be forwarded to the
Province as the Region of Peel's input into the Provincial
proposal on the Oak Ridges Moraine;

Sharon Johnson and Brad Cooper, Ontario Volunteer Emergency
Response Team Inc. (O.V.E.R.T.), requesting Council to provide
monetary assistance to O.V.E.R.T. regarding the New York terrorist
attack. O.v.E.R.T. is currently on Level 1 stand by to assist
Emergency Measures Ontario and Toronto's Urban Heavy Rescue
Team in providing rescue and recovery operations to the victims of
the New York City disaster, as requested by the Provincial
Government. There is a high probability that O.v.E.R.T. will be in
the second wave of rescue workers to be deployed to New York
City. They are currently seeking pledges for financial support of
any kind to increase their preparations and decrease their
deployment time in the event that they are called into service.

Kent, advising Council that the Municipality of Chatham-Kent
passed the following resolution regarding Ontario Power
Generation's rate increase:
"WHEREAS the Municipality of Chatham-Kent recognizes
economic development as a priority issue for the continued
growth and viability of this community;
AND WHEREAS Ontario Industry has historically enjoyed
the competitive advantage of an abundant supply of
inexpensive power;
AND WHEREAS the Ministry of Energy, Science and
Technology has approved a 0.7 cent per kilowatt-hour
increase in energy costs to all Ontario energy providers to
service the stranded debt of the former Ontario Hydro which
was then passed on local business and residential
customers;
AND WHEREAS the price hike will result in an approximate
10% increase in energy costs, this represents a significant
rise in the operational costs of local businesses;
AND WHEREAS business and industry have requested
assistance and relief from the said price increase;

Mayor Mutton updated Council on his trip with the Chief
Administrative Officer to the JET facility in England. They attended
the facility. By talking to residents, Mayor Mutton discovered that
there were no community safety concerns regarding the facility.
The residents have a community liaison group which is very
supportive of fusion technology. The JET facility has a positive
impact on the community. Three municipalities make up the JET
area having a population of approximately 75,000 to 100,000
people. Approximately 300 to 400 people work at the facility with
150 support staff. Politicians in the area say that our Municipality
must be ready for an influx of people and young families and the
needs they bring, ie. housing needs, education, recreation facilities.
We must also be ready for many visiting scientists.
Councillor MacArthur stated that the BIA hosted an incredibly
successful event this weekend, the annual Applefest.
