Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-62-98 be received ;
2. THAT the Ministry of Environment be advised that the proposed P.C.B. storage facility
conforms to the Clarington Official Plan and the Zoning By-law; and
3. THAT all interested parties listed in this report and any delegation be advised of
Council's decision.
1. APPLICATION DETAILS
1.1 On April 22, 1998, the Municipality of Clarington Planning Department received a
request from the Ministry of the Environment for comment on a Certificate of
Approval application for a PCB processing and transfer station by T.S. Environmental
Services Inc. The application is for a property at 373 Lake Road in Bowmanville. The
property is also subject to a related site plan approval application for the same use.

1.2 The applicant is proposing to receive the following electrical equipment containing
PCB at the site:
• Florescent Lamp Ballasts

High Intensity Discharge Ballasts
• Transformers and Switchgear
• Underground lead and copper cable
• Any PCB contaminated material
No transformers containing oil will be received at the site. Only drained transformers
will be received.
1.3 The maximum storage of unprocessed waste will be 75,000 kg. Storage will take
place in two (2) PCB approved storage containers with proper gauge steel with
removal end plates and neoprene seal. All PCB waste will be properly placed in
approved drums and stored in the PCB storage container for disposal. A Ministry
approved hauler must ship all waste received at the site. The applicant is not
proposing to destroy any PCB's on-site. PCB's will be transferred, by a licensed
hauler, to Swan Hills, Alberta for destruction.
1.4 Through the disassembly of the various components listed above, the applicant
expects to recover recyclable components. The recyclables include such items as
outer metal casings and copper cable. The items to be recycled will be tested and
decontaminated where appropriate using chemicals. All recyclables will meet
regulatory requirements for PCB concentrations of less than 50 ppm by weight. The
PCB containing components will be treated as contaminated and discarded in
containment drums.
1.5 The applicant expects to remove the wheels from his existing trailers and use them as
his buildings for disassembly and storage. The applicant currently has Certificate of
Approval for the mobile units (trailers). All work will be done within the trailer, and
the trailer can act as a containment system because it would be one enclosed area
that will be controlled by heavy duty poly so that nothing could escape.

2 PUBLIC WORKS COMMENTS
2.1 The Public Works Department has provided written comments on the application
stating that they have no objection in principle to the proposed application. They
have requested that detail must be provided for any emergency containment measures
being provided on the site.
3 PLANNING STAFF COMMENTS
3.1 The subject property is designated "Light Industrial Areas". The range of permitted
uses includes manufacturing, assembling, processing, fabricating, repairing, research
and development, and warehousing. The processing and storage of materials is
permitted.
3.2 Within the Municipality's Zoning By-law the subject property is zoned "General
Industrial (M2)". Said zone permits the widest variety of uses including an assembly,
manufacturing, fabricating or processing plant within a wholly enclosed building, as
well as a warehouse for the storage of goods and materials. The processing and
storage of materials is considered permitted.
4 GENERAL COMMENTS
4.1 PCB's were banned nearly 20 years ago in Ontario. Currently there are
approximately 1500 storage sites in Ontario. Disposal or consolidation of PCB's is
something that is supported by the Ministry of the Environment. The Municipality
currently has PCB's stored at the Orono Public Works yard, which are proposed to be
removed this year. Clarington Hydro and Ontario Hydro both have approved PCB
storage areas at their facilities in Bowmanville.
4.2 Staff are currently processing an application for site plan approval and through this

application the proponent is providing the Municipality with a fire safety plan. Other
issues such as building location and site development will be addressed through the
site plan approval process.
4.3 Staff wish to advise that several residents living on Port Darlington Road have
expressed concerns with respect to a proposed Waste Transfer Station in the same
industrial park. In this regard, we suggest the Ministry of the Environment should
notify these residents of the current application.
