Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-60-98 be received ;
2. THAT the Environmental Impact Study for the Quarry Lakes Golf and Recreation
Centre be received for information;
3. THAT application to amend the Municipality of Clarington Official Plan submitted
by G.M. Sernas & Associates Ltd. on behalf of Quarry Lakes Golf and Recreation
Centre Inc. be approved as Amendment No. 6 to the Clarington Official Plan, as
indicated in Attachment No. 5 and that the necessary By-law be passed;
4. THAT the application to amend the former Town of Newcastle Comprehensive
Zoning By-law 84-63, as amended, submitted by G.M. Sernas & Associates Ltd. on
behalf of Quarry Lakes Golf and Recreation Centre Inc. be referred back to Staff for
further processing and the preparation of a subsequent report upon receipt of all
outstanding comments;
5. THAT Mr. Donald Hargest and Mr. Richard Bouma be thanked for their
participation as the citizen representatives on the Steering Committee for the
Environmental Impact Study;
6. THAT a copy of this report and the amending By-law be forwarded to the Region of
Durham Planning Department; and

1. APPLICATION DETAILS
1.1 Applicant: Quarry Lakes golf and Recreation Centre Inc.
1.2 Official Plan Amendment Application:
The proposed amendment would introduce policies for amendments for golf
courses and amend Map Al to specifically permit the development of an 18-hole,
par-3 golf course in the Green Space designation.
1.3 Zoning by-law Amendment Application:
To permit the development of an 18-hole, par-3 golf course in addition to the
driving range and miniature golf on the subject property.
1.5 Site Area: 30.64 ha (75.67 acres)
2. LOCATION
2.1 The subject property has frontage on Regional Road No. 57 and Middle Road,
between Concession Road 3 and Concession Road 4. The property is further
described as being located in Part Lots 13 and 14, Concession 3, former Township
of Darlington (see Attachment No. 1).
3. BACKGROUND
3.1 On July 31, 1997, an application was received for an Official Plan Amendment to
permit the development of an 18-hole, par-3 golf course in the Green Space
designation of the Clarington Official Plan. An associated rezoning application,
(DEV 97-059), was filed the same day to permit a driving range and miniature golf
facility on the subject property. The driving range and miniature golf facility

application did not require an amendment to the Clarington Official Plan. The
rezoning application was approved by Council in February 1998 to permit the
driving range and miniature golf facility.
3.2 The Environmental Impact Study was undertaken in accordance with Section 4.3.2
of the Clarington Official Plan. Section 4.3.2 of the Official Plan states in part:
"An Environmenta! Impact Study shall be undertaken for development applications
located within or adjacent to any natural feature identified on Map C."
3.3 Map C of the Official Plan indicates the lands subject to the proposed golf course
are located partially within and adjacent to the Lake Iroquois Beach and Tableland
woodlots (see Attachment No. 4). As required by the Official Plan, the
Environmental Impact Study (EIS) is required to examine these features in detail, to
identify potential impact of the proposed development on the features, and to
recommend measures to mitigate the impacts.
3.4 In April as the E.I.S. was being completed, the proponents filed an application for
rezoning and site plan approval to permit the development of the proposed golf
course. This meeting and report provide the statutory Public Meeting for both the
Official Plan Amendment application and the Zoning By-law Amendment
application. The report also summarizes and concludes the E.I.S. process.
4. ENVIRONMENTAL IMPACT STUDY
4.1 Background
i) In September 1997, Terms of Reference were circulated to the four (4)
consultants previously short-listed by the Municipality to undertake an E.I.S.
Aquafor Beech Limited was retained to complete the study at the expense of
the proponent. The Study was completed in two phases. Phase 1 described

the existing physical and biological resources that may be affected by the
proposal, and assessed the broad implications of the development. An Issues
Summary paper was prepared in order to scope the detail information
requirements. During Phase 2, site-specific information was collected, the
potential environmental impacts of the development were determined and
mitigation measures were prepared in a report format with
recommendations.
ii) A Steering Committee was established to oversee the progress of the Study.
The Committee met three times, once at the outset of the study, and once
after completion of each phase of the review. The Committee was
comprised of staff from the Planning Department, the Central Lake Ontario
Conservation Authority, and Durham Region Planning Department. The
applicant, their consultant, and two citizen representatives, formed the
balance of the Committee. An Open House for the E.I.S. was held April 22,
1998, at the Garnet B. Rickard Complex. Reductions of the displays,
summarizing the study findings are included (Attachment 3). Only two
residents attended the meeting, although a third resident reviewed the report
at the counter and provided comments and issues to be addressed.
4.2 Environmental Impact Study Overview
i) The E.I.S. examined the existing environmental conditions on the proposed
development site, including ground water, surface water, vegetation and
wildlife. The study also examined the potential impacts on these features
resulting from the proposed development and provided several
recommendations to mitigate the impacts and monitor impacts on
groundwater.

4.3 Existing Environmental Conditions
Surface and Ground Water
i) The subject property is in the Lake Iroquois Beach which contains significant
deposits of beach sand and gravel, in addition to a potable water supply
aquifer. These deposits provide year-round baseflows to surrounding streams.
The headwaters of several tributaries of Soper Creek originate in deposits
which extend across the subject property.
ii) Water table readings from earlier work on the site, 1986 and 1988, suggest
that seasonal fluctuations on the property are less than or equal to 60 cm
throughout the year. Furthermore, the fluctuations appear to be independent
of precipitation levels.
iii) Most of the surface water from the site drains towards Soper Creek, while the
northwest portion of the site drains westward into the Bowmanville Creek.
Vegetation
iv) The site is characterized by a mixed cedar forest on the north limits, a dense
young cedar forest traversing the southeast corner of the property, while the
central portion of the site has no established vegetation. The northern
woodlot has been actively managed by thinning in recent years and is
marked by an abrupt forest edge of mature cedar trees. Its location within
the Lake Iroquois Shoreline raises the likelihood that regionally significant
species may exist. Should a land use conflict arise, a summer inventory, of
this woodlot, should be undertaken. The southern woodlot is uniform, in
vegetation, with no evidence of vegetative ground cover during summer.
Wildlife
v) Fish are present in pools on the intermittent stream immediately downstream

of Regional Road 57. The pond on-site was not sampled although it likely
supports a fish community. Potential for migration however would be
limited. The pond has limited potential to support waterfowl or wildlife
utilizing it for forage. The northern woodlot may provide marginal habitat
for amphibians. Only wildlife species tolerant of small, isolated and
disturbed woodlots traversed by roads will benefit from the existing habitat
on the property. Such species are common throughout the Region.
4.4 Anticipated Impacts of Development
Irrigation Requirements
i) The proponent proposes to use the existing pond on site for supplemental
irrigation of the golf course only. The applicant has stated the driving range
will not be irrigated. Assuming no recharge of the pond, 0.5 inch of water
per week, for irrigation purposes, would lower the pond 2 cm/week, or 50
cm during 25 weeks of irrigation. The cumulative effect of seasonal
fluctuation and irrigation is less than the average seasonal fluctuation of 1.8
metres reported for the Bowmanville and Soper Creek watersheds. The
proposed irrigation demands are not anticipated to result in measurable long-
term effect on the water table of the shallow aquifer. This aquifer provides
potable water to most residential wells, as well as base flow to the Soper
Creek. An "application to Take Water permit" from the Ministry of the
Environment is required for water withdrawals greater than 50,000 litres/day.
ii) The well for the development will tap a deep aquifer. No impact on
neighbouring wells is anticipated.
Nutrients
iii) The main nutrient of concern is nitrogen (as nitrate), which is a health
parameter under the Ontario Drinking Water Objectives. Septic effluent and

fertilizers are the major sources of nitrate. The proponents had a Best
Management Plan (BMP) prepared for them by a Turf and Grass Specialist.
The BMP used very conservative assumptions in calculating nitrate leaching
for the proposal. At times, figures 10 times in excess those observed from
published studies were used in the nitrate loading calculations. The
resultants potential loading to groundwater totals remained less than 20% of
the maximum level stipulated by the Ontario Drinking Water Objective.
Woodlots
iv) The northern woodlot has a moderate ecological value because it serves in
maintaining groundwater recharge, it contains a mixed forest stand, and
contributes to the integrity of the Bowmanville Creek System. The edge of
the woodlot was staked with no encroachments beyond the prescribed line
supported. The southern woodlot has marginal ecological potential,
although it does contribute to the groundwater recharge of the Soper Creek.
This groundwater function will be maintained by minimizing the
encroachments and maintaining recharge function through irrigation.
Wildlife and Aquatic Habitat
v) Wildlife species found on the property are common throughout the area.
Therefore, the development is not expelled to have an impact. Assuming
the targets for water quality and water management are met, the proposed
development is not expected to produce negative effects on the aquatic
habitat production potential in Bowmanville and Soper Creeks.
4.5 Recommendations
The consultant included 10 recommendations to be incorporated in the Site Plan
Agreement should the proposed golf course proposal be approved. The
recommendations include such items as:

• Implementing the Best Management Plan and Addendum report in their entirety;
Installing four monitoring wells on the property. Two at the north extremity and
two at the south extremity;
• Monitoring groundwater levels and nitrate levels on a monthly basis for the first
year and quarterly for the second year. All sample results shall be submitted to
the Municipality;
• Incorporating actions to be taken for anomalously low groundwater levels;
• Incorporating actions to be taken for well interference on neighbouring wells;
• Incorporating actions to be taken for increases in dissolved nitrate greater than a
specified level from north to south on the property; and
• Requirements for the protection of the forest edge limit on the northern woodlot.
4.6 The report concludes the operation of the Quarry Lakes Golf and Recreation Centre
proposal has successfully addressed the issues raised during the E.I.S. investigation
with respect to Section 4.3.8 of the Clarington Official Plan. The proposed
development will have no measurable environmental impact and is consistent with
the Municipality's goal to protect, manage and enhance the natural environment.
5. EXISTING AND SURROUNDING USES
5.1 The existing site is currently developed as a driving range and miniature golf facility
And is characterized by woodlots along the northern boundary and southwest
corner, as well as a pond in the north east portion of the site.
5.2 Surrounding land uses are as follows:
South: existing residence
East: existing residences and Bowmanville Golf and Country Club
North: vacant scrub/agricultural land
West: estate residential centered on Old Scugog Road

6. OFFICIAL PLAN POLICIES
6.1 Within the Durham Regional Official Plan the subject property is designated Major
Open Space. The predominant use of land within this designation shall be for
conservation, recreation, reforestation and agriculture and farm-related uses. The
establishment of a golf course in this designation shall require an amendment to
either the Regional Plan or local Official Plan and be subject to certain policies.
6.2 Within the Clarington Official Plan the subject lands are designated Green Space on
Map A. Lands within the Green Space designation shall primarily be used for
conservation and active or passive recreational uses. Golf courses are permitted to
develop by amendment to the Plan.
6.3 Map C identifies the approximate location of known natural features and land
characteristics. As noted previously, Section 4.3.8 states "An Environmental Impact
Study shall be undertaken for development applications located within or adjacent
to any natural features identified on Map C". The subject lands are traversed by
tableland woodlots to the north and southeast corner, and located within the Lake
Iroquois Beach. As a result, an E.I.S was undertaken.
7. PUBLIC NOTICE
7.1 Pursuant to Council's Resolution of July 26, 1982 and the requirements of the
Planning Act, the appropriate notice was advertised in the Canadian Statesman and
Newcastle Independent on May 6 and 9, 1998, respectively for the Official Plan
Amendment. Notice for the rezoning application was circulated to all landowners
and tenants within 120 m (400 ft.) of the subject property 30 days prior to the
meeting. The Open House for the E.I.S. was held April 22,1998. Notice for Open
House was advertised in the Canadian Statesman on April 8, 1998. Two letters
were received in response to the Open House for the E.I.S. One letter was
supportive of the process and study findings. The other letter raised two concerns.

7.2 Ms. Stroud's letter raised two environmentally related issues. The first issue is with
respect to cutting of trees, ensuring it is in accordance with the Woodlot
Preservation By-law, and the impact of the tree cutting is being mitigated. The
second is with respect to self monitoring of the contamination from fertilizers,
pesticides and herbicides. In addition with respell to the well monitoring, Ms.
Stroud questioned, "What incentive do they have to present truthful readings."
7.3 In response to the concern, the following is noted. Tree removal in the north
woodlot is not supported through the E.I.S. and not proposed by this application.
Removal of the trees in the southwest corner woodlot, for two of the holes, has
been reviewed as part of the E.I.S. Aquafor Beech Limited, the consultant,
concluded the ecological function of the woodlot will not be compromised by the
removal of trees in this area. However, the conclusion provided recommendations
for minimizing the impacts to be incorporated in the site plan agreement.
7.4 The E.I. S. indicates the nitrate level is expected to be less than 20% of the
maximum permitted through the Ontario Drinking Water Objectives. With this in
mind, staff have no reason to believe that the data from the well monitoring will be
altered prior to submission to the Municipality.
8. AGENCY COMMENTS
8.1 The Eire Department provided comments of no objection to the Official Plan
Amendment application.
8.2 Central Lake Ontario Conservation Authority staff were members of the Steering
Committee for the E.I.S. As of the date of writing this report, written comments on
the Official Plan Amendment application had not been received. However,
Authority staff have verbally advised that they are satisfied with the findings of the
E.I.S. and have no objection of the approval of the Official Plan Amendment.

8.3 The Clarington Public Works Department advised they have no objection to the
principle of the proposed development. However, they have raised issues with
respect to on-site grading and drainage, which needs to be addressed, through the
site plan approval process, prior to rezoning.
8.4 Regional Planning provided a co-ordinated response on behalf of the Regional
Works, Regional Health and themselves as follows:
8.5 Planning
The lands are designated "Major Open Space" in the Durham Region Official Plan.
Golf courses are permitted in this designation by amendment to the Durham Plan
and/or area municipal Official Plan, subject to certain provisions such as protection
of environmental features and compliance with Regional private servicing
standards. Furthermore, an Environmental Impact Study is required.
8.6. A Site Screening Questionnaire is required and a Hydrogeologic Assessment was
received, addressing private servicing feasibility.
8.7 Regional Health
Municipal services are not presently available to the subject property. Private well
and private waste disposal are the only feasible method of servicing the site. The
site conditions are suitable for private sewage disposal. A certificate of approval for
a septic system was issued January 30, 1998.
8.8 Regional Works
The property fronts on Regional Road 57, a Type A arterial, therefore, a road
widening is to be dedicated. In addition, further review of the site plan details will
be completed through the site plan approval. Holes number 10 and 11 on the golf
course appear to be close to Regional Road 57.

9. STAFF COMMENTS
9.1 The application for amendment to the Clarington Official Plan has been subject to
an Environmental Impact Study undertaken by the Municipality's consultant at the
applicant's expense. Prior to development of the site, should the Official Plan
Amendment be approved, the applicant is required to finalize the rezoning
application and enter into a site plan agreement.
9.2 The proposed Official Plan Amendment application appears to be generally
compatible with the policies of the Official Plan. The site is an abandoned gravel
pit, which has not been properly rehabilitated. The lands have little agricultural
value in their current state. This application is in conformity with the intent of the
Provincial Policy Statement which speaks to progressive rehabilitation of new
mineral aggregate operations to accommodate subsequent land uses.
9.3 The surrounding lands to the north and south are generally forested or scrub lands
with limited residential use. There are no active agricultural operations nearby.
The lands to the west are depicted by estate type residential subdivisions centered
on Old Scugog Road. To the east is limited residential use and the Bowmanville
Golf and Country Club. The proposed use would appear to be compatible with the
existing surrounding land uses.
9.4 The Environmental Impact Study provides a detail review of the impact of the
proposed development on the natural environment. The study concludes that the
proposed development will have no measurable environmental impact and is
consistent with the Municipality's goal to protect, manage and enhance the natural
environment. Furthermore, the report provides various recommendations to
minimize possible impacts on the natural features. Should the development be
approved these recommendations would be included in the Site Plan Agreement.

9.5 The proposal will be accessed from Regional Road 57, which is a Type A arterial
and more than capable of accommodating the additional traffic. Furthermore, the
E.I.S. report concludes that the water supply, from a deep aquifer well, will not
impact on adjacent nearby wells. In addition, the Health Department was satisfied
with the proposed sewage disposal system for the development.
9.6 Site inspection of the subject property in the Fall of 1997 indicated various
construction debris had been deposited on the site. As a result, a Phase 2-
Environmental Study was submitted in October 1997. The test results indicate that
all soil samples satisfy all parameter of the Ministry of Environment.
9.7 In terms_of the rezoning and site plan application, there appears to be some design
and location issues with respect to some of the holes, as well as some grading
concerns that require further discussion and possible modification prior to approval.
10. CONCLUSION
10.1 In consideration of the comments contained within this report, the Planning and
Development Department recommend the following:
• The findings and recommendations of the Environmental Study completed by
Aquafor Beech Limited be received and implemented through any future site
plan approval;
• Approval of Amendment No. 6 to the Clarington Official Plan, to permit the
development of an 18-hole par-3 golf course; and
• The rezoning application be referred back to staff for further processing and a
subsequent report upon receipt of all outstanding comments and resolution of all
issues.

AMENDMENT NO.
TO THE CLARINGTON OFFICIAL PLAN
PURPOSE: The purpose of this amendment to the Clarington Official Plan is to
amend policies for amendments for golf courses, and to specifically
permit the development of an 18-hole, par-3 golf course in the Green
Space designation.
LOCATION: The proposed 18-hole, par-3 golf course is to be located on the east
side of Regional Road 57, south of Concession Road 4, in Part Lot 13
and 14, Concession Road 3, former Township of Darlington.
BASIS: The proposed amendment will introduce provisions to provide for
amendments to the Clarington Official Plan for golf courses, and to
specifically permit the development of an 18-hole, par-3 golf course.
ACTUAL The Clarington Official Plan is hereby amended by:
AMENDMENT:
a) by amending Section 13.3.4 by adding the words "to Section
18.6 of" after the words "Golf courses may be permitted by
amendment".
b) by amending Section 14.5.1 by adding the words "to Section
18.6 of" after the words "Golf courses may be permitted by
amendment".
c) by amending Section 14.7.1 by adding the words "to Section
18.6 of" after the words "Golf courses may be permitted by
amendment".
d) by adding a new Section 18.6 as follows:
"18.6 GOLF COURSES
18.6.1 The golf courses shown of Table 18.1 and identified by a
symbol on Map A to this Plan have been approved
under the policies of this Plan:

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
BY-LAW NO.: 98-
being a By-law to adopt Amendment No. 6 to the Clarington Official Plan
WHEREAS Section 17(22) of the Planning Act R.S.O. 1990, as amended, authorizes the
Municipality of Clarington to pass by-laws for the adoption or repeal of Official Plans and
Amendments thereto;
AND WHEREAS the Council of the Corporation of the Municipality of Clarington deems it
advisable to amend the Clarington Official Plan to amend policies for amendments for golf
courses, and to specifically permit the development of an 18-hole, par-3 golf course in the
Green Space designation;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the
Municipality of Clarington enacts as follows:
1. That Amendment No. 6 to the Clarington Official Plan being the attached Explanatory
Text and Map is hereby adopted;
2. That the Clerk of the Municipality of Clarington is hereby authorized and directed to
make application to the Regional Municipality of Durham for approval of the
aforementioned Amendment No. 6 to the Clarington Official Plan; and
3. This By-law shall come into force and take effect on the date of the passing hereof.
