Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-43-98 be received for information.
1. BACKGROUND
1.1 The preparation of a neighbourhood design plan is required under the policies
of the Clarington Official Plan prior to the consideration of a plan of subdivision.
As stated in the policies of the Official Plan, a neighbourhood design plan is
intended to be "a visual interpretation of the future development of an entire
neighbourhood". Although these plans do not require Council approval, they will
be used by staff in reviewing subdivision applications for the specific
neighbourhood. Theywillalso illustrate, for perspective purchasers, the land uses
proposed in the balance of a neighbourhood.
1.2 The design plans are intended to detail the following:
• all road alignments within a neighbourhood, including right-of-way widths
and required widenings;
• any walking or cycling trail systems should be identified, as well as future
transit routes;

~ location of school, park and open space blocks including storm water
management blocks; and
• lotting patterns and densities.
The Design Plan will deal with conceptual servicing issues at the neighbourhood
scale and will address phasing requirements.
1.3 The Municipality has been processing a subdivision application from 708545
Ontario Limited with respect to lands in the Emily Stowe Neighbourhood in the
Courtice Urban Area. The neighbourhood is roughly bounded by Trulls Road to
the east, Black Creek to the north, Prestonvale Road to the west and the east-
west Type "C" Arterial road to the south (see Attachment No. 1)
1.4 The neighbourhood has been partially developed for some time, based on the
land use designations and urban area boundary contained in the former Town of
Newcastle Official Plan. The southern neighbourhood boundary in the Clarington
Official Plan is represented by a Type C arterial road. The exact location of this
alignment will be determined through the preparation of the neighbourhood
design plan, which will also detail the local road network and the lotting pattern
for the balance of the neighbourhood.
1.5 The Draft Neighbourhood Design Plan has now been completed and staff are now
ready to seek input from the public. Staff are proposing to advertise and host an
Information Open House session for the neighbourhood design plan on
Wednesday, April 15, 1998 at Dr. Emily Stowe Public School. Notice will be
provided byway of local newspaper and by mail to land owners. Comments from
the general public will be taken into consideration prior to finalizing the
neighbourhood design plan. Subsequent to the above process, staff will be able
to deal with any proposed development within the neighbourhood. It should be
noted that the neighbourhood plan does not replace the approval of a plan of

subdivision or rezoning nor will it remove any resident's rights to object to any
subsequent subdivision or rezoning application made under the Planning Act.
