THAT Report PD-16-98 be received for information. 1. PURPOSE OF THE PREPARATION OF A NEIGHBOURHOOD DESIGN PLAN 1.1 The preparation of a Neighbourhood Design Plan is required under the policies of the Clarington Official Plan prior to consideration of any plan of subdivision. Although these plans do not require Council approval, they are to be utilized by staff in reviewing subdivision applications for the specific neighbourhood. They also illustrate to existing residents and perspective purchasers the intended lands uses proposed for the neighbourhood. 1.2 The design plans are to detail the following: • all road alignments within a neighbourhood, including right-of-way widths and required widenings; • any walking or cycling trail systems, as well as future transit routes; • locations of schools, parks and open space blocks, including storm water management blocks; and 669 i REPORT NO. PD-18-98 PAGE 2 • lotting patterns and residential densities. 2. HANCOCK NEIGHBOURHOOD DESIGN DETAILS 2.1 Neighbourhood Design Plans are required to be prepared by development proponents within a neighbourhood. In Hancock neighbourhood, Courtice Heights Developments is the sole residential development proponent. An information report was presented to Council on October 21, 1996, with respect to the Hancock Neighbourhood Design Plan. At that time Council was notified that staff were working with Courtice Heights Developments to modify the documents submitted to date in order to provide the level of detail required to address the policies of the Official Plan and the requirements of the "Guidelines for the Preparation of Neighbourhood Design Plans". 2.2 The Municipality has been processing two plans of subdivision and an official plan amendment submitted by Courtice Heights Developments with respect to lands within the Hancock Neighbourhood. The location of the applications for subdivision; 18T-92014 and 18T-94027, are indicated in Attachment #1. The official plan amendment application proposed to remove a medium density symbol from the northwest corner of the neighbourhood and address the population and housing targets for the area. 2.3 In addition, the applicant has referred the population figures and housing unit targets set for the Hancock neighbourhood in the Clarington Official Plan to the Ontario Municipal Board, along with the minimum setback requirements from the Environmental Protection designation (Referral No.3). The plans of subdivision and official plan amendment have also been referred. Staff have been working with the applicant to reach a settlement on all the referrals. The Hancock Neighbourhood Design Plan reflects the negotiations of all issues to date (Attachment #2). 670 .~ REPORT NO. PD-16-98 PAGE 3 2.4 Staff are proposing to advertise and host an information Open House session for the Neighbourhood Design Plan to be held on Wednesday, February 25, 1998, at the Courtice Secondary School. Notice will be provided by way of local newspaper and by mail to land owners within the neighbourhood. Comments from the general public will be taken into consideration prior to finalizing the neighbourhood plan. Subsequent to the above process, staff will be able to deal with any proposed development within the neighbourhood and have a position on the referrals before the Ontario Municipal Board. 2.5 It should be noted that the Neighbourhood Design Plan will be refined in light of residents' comments prior to consideration of the plans of subdivision. When finalized it will be approved by the Director of Planning and the Director of Public Works. The Neighbourhood Design Plan is not subject to appeal. However, approval will not remove any resident's rights to object to subsequent subdivision, rezoning, or official plan amendment applications under the Planning Act.
