Board of Management Meeting Minutes
Tuesday January 14, 2020; 6:30pm

The meeting was called to order by the Chair.
1. Presentation by Delegations
The Chair recognized that no delegations were present.
2. Adoption of Minutes
Moved by R. Hooper, seconded by C. Holmes
THAT the minutes of the meeting of November 12, 2019 be approved as circulated.

3. Business Arisine from Previous Minutes
(a) Nerivon — Website Redevelopment
Discussion deferred.
(b) Joint Meeting with Newcastle and Orono BIAS
Representatives from Orono and Newcastle request potential dates and times for February.

THAT potential dates be proposed to respective representatives to coordinate availability.

5. Treasurer's Report
The Treasurer presented the following:
i. $25 464.74 remaining from 2019, with likelihood of outstanding invoices
ii. 2020 Budget Proposal
The Board discussed the various administration amounts, in addition to expected financial costs
for the upcoming year. Placed in the context of the 2019 budget, the board determined that no
budgetary increase would be required.

THAT the Treasurer's Report be adopted as presented.
THAT the Treasurer will submit the 2020 Budget Proposal, consisting of 0% increase, to
Municipal Council for approval.

6. Directors' Reports
(a) Council Liaison — R. Hooper:
Reported that Municipality has created info postcards about the new pedestrian crossovers.
Bowmanville East development meeting is January 21.
(b) Events — C. Holmes:
Reported that Moonlight Magic had issues with road closure and safety. 2020 Calendar of
Events to be developed. 2020 event dates are finalized. Summerfest event will move back
to June after 2019 trial in July. Proposal to add Easter feature this year, but not yet
confirmed. Clarington Tourism is not creating a Visitor's Guide with advertising this year.
Attended seminar along with L. Holmes about the Celebrate Ontario grant. Average time to
complete grant application is 60-80 hours and grant eligibility amount would be low so
return on investment is not good for this year. Recommend collaborating with Central
Counties Tourism to collect data (ie. postal codes) from event attendees and to promote
events.

(e) Communications— M. James:
Reported that several emails were received from business owners complaining about people
parking in spaces all day when the meters were bagged in December. One business owner
mentioned that they had suggestions to improve parking but did not provide any details
even after follow-up request for more information.
(f) Website — L. Holmes:
Reported that a notice to vendors and 2020 event dates have been posted on the vendor
application page until the applications go -live. She continues to make small edits to the
website independently and voluntarily so the BIA will not incur costs from Nerivon.
Instagram post about the complimentary parking in downtown Bowmanville for December
received more engagement (likes and comments) than most.
(g) Media Relations — C. Hooper:
No Report.
7. New Business
(a) Winter Street Lamp Decorations
The shooting star decorations continue to be damaged by passing trucks. Those in
susceptible locations (bus stops, delivery truck stops) have already been reinstalled parallel
to the road. Investigations are ongoing into raising the height of the stars for next season
and this may require production of new brackets.
(b) December Complimentary Street Parking
The concept of complimentary street parking during the busy December shopping season
was well received from the community and business owners. Unfortunately, many business
owners received complaints from customers who were unable to find parking. Numerous
complimentary spots were used by business employees and tenants who parked for the
entire day, thus limiting access for customers. Through correspondence the BIA made
several requests that business owners, employees, and building tenants leave the
complimentary spaces open for customers. The BIA also had windshield reminder cards
produced. For the most part, parking cards did not work as people removed the cards and
remained parked.

(c) Business Member Changes
Violet Door Books has closed
Strudelicious has relocated to Newcastle
Little Buck grand opening is scheduled for February 8
Counselling Connections has relocated outside of the BIA
8. Date of Next Meeting
The next meeting of the Board of Management is scheduled to be held on Tuesday February 11,
2020 commencing at 6:30pm in Clarington Meeting Room 1-C.
