INTRODUCTIONS
Trevor Pinn introduced Paul Creamer, Deputy Treasurer to the Committee and advised
that Mr. Creamer will be taking his place at the table.

ORILLIA VISIT
Wendy provided an updated on her visit to Serenity Residential in Orillia.
Affordable Housing Task Force
April 16, 2019
She noted that the building is privately developed with in-house subsidizing. The
building is secure and affordable ($525.00 - $1300), close to town with a short waiting
list for occupancy. This is exactly what we need in Clarington.
Milt Dakin noted that he is working on housing people who have been on the Forestree
List since 2016.
SURVEY
At our last meeting members requested that a survey be conducted to find out if
residents believe that affordable housing is needed. Heather Keyzers circulated an
excerpt from the Strategic Plan Survey that was recently conducted and it was noted
that affordable housing for both seniors and young families are important to our
residents.
OTHER BUSINESS
A Plan — Bob Malone
Bob circulated and discussed a plan that he has created that examines how affordable
housing stock might be added.
1. New residential subdivisions would set aside a parcel(s) of land for the
construction of developer -owned rental units
2. These rental unit buildings would have special Official Plan/Zoning status
3. Assurance to developers of a guaranteed return on investment
4. Assurance to developers on a minimum return on investment and any rental
deficiency would be paid by the municipality
5. Developers will be allowed to design creative buildings
Bob noted that there is no lack of demand but a lack of product stock.
2. Presentation/Resolution to Council
It was agreed that Bob Malone would present on behalf of the Committee to a
General Governance Committee Meeting the following resolution.

THAT Council be prepared to consider the sale of municipally owned surplus properties
at less than market value subject to all existing laws for the purpose of affordable rental
housing.
