SUBJECT: COMMUNITY RECREATION CENTRE
BURKETON STATION

RECOMMENDATION:
i 1. That this report be received; and
2. That the attached by-law establishing a Community
Recreation Centre at Burketon Station and providing
for the establishment of a Community Recreation Centre
Board be approved;
3. That the following be appointed to the Community Recreation
Centre Board until December 31 1982:
Brian VanDam Bill Mantel Carol Mantel
Laura Michlewright Alma Ward.
and they be so advised;
4. That 2 members of Council be appointed to the Board until
November 30 1982;
5. That a copy of the by-law be forwarded to the Ministry
of Community and Social Services in accordance with Section
2(1) of the Commlunity Recreation Centres Act 1974;
6. That the Treasurer investigate the possibility of a Capital
Community Centres Grant under Section 2(ii) of the Ontario
Regulations 236/75 under the Comununity Recreations Centres
Act 1974.

BACKGROUND:
On July 20 1981 Council adopted Resolution ~C-836-81 which authorized the
Mayor and the Clerk to execute the Agreement of Purchase and Sale, dated
July 6 1981, on behalf of the Town for 6.4+ acres of land in Burketon
Station and directed the Solicitor to proceed with the purchase of the
subject land on behalf of the Town: the purchase price and all related costs
to be charged to the Park Development Reserve Account. The deed to the property
was subsequently registered in the Registry Office in Bowmanville as Instrument
Number 104403 on August 14 1981.
On August 12 at a meeting held in Burketon Station, attended by 60 persons,
the following were elected for a period of 1 year to the Burketon Recreation
Committee:
President, Brian VanDam
Vice-President Bill Mantel
Treasurer Laura Micklewright
Secretary Carol Mantel
Representative Alma Ward.
On August 25, a further meeting was held and the slate of officers was confirmed
for two years.
To establish the parkland as a Community Recreation Centre it will now be
necessary for Council to pass a by-law establishing the parkland as a
Community Recreation Centre and establishing a Community Recreation Centre
Board to provide for the managemenC thereof. As it will not be possible
for Council to confirm the appointments uhtil the end of November, it would
seem appropriate to make the appointments until December 31 1982. The two
Council appointments would be until November 30 1982, the term of the present
Council.
There may be a capital Community Centre Grant available under Section 2(ii)
of the Ontario Regulations 236/75 under the Community Recreation Center Act
1974 towards the acquisition of the property, and it would be appropriate
to have the Treasurer investigate this possibility.
