CLERK'S DEPARTMENT - CD - 9-81 SUBJECT: PAYMENT OF TUITION FEES AND RELATED COSTS: MRS. GERTRUDE GRAY, A.M.C.T. • RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; 2. And That Mrs. Gray be reimbursed by the Town of Newcastle for her tuition fees and associated costs in the amount of $1,045.00; 3. And. Further that the expenditure be charged to the Clerk's budget account number 7005-001-000. BACKGROUND AND COMMENT: • By memorandum dated October 2, 1981, Mrs. Gray advised that she had completed the A.M.C.T.O. Course in Municipal Administration at McMaster University, Hamilton, Ontario, and as well had passed the challenge examination on June 27, 1981. The members of Council were provided with a copy of a letter of congratulations dated September 2, 1981, from the Association of Municipal Clerks and Treasurers of Ontario, which advised Council that Mrs. Gray had satisfied the Association's requirements and had been awarded the designation A. M.C.T. The past practice of the Town of Newcastle, with respect to encouraging its employees to improve their administrative skills, has been to pay the costs associated with such programs, provided the courses were completed. Policy relating to the payment of educational courses is contained within a document entitled "STATEMENT OF POLICIES FOR NON-UNION EMPLOYEES", 1 the statement reads: a; `~~~ ~~ ~~ V -~a~~ -2- Educational Courses Courses will be made available to all employees with pay and expenses according to the following procedures:- (1) Employee must be sent by Department Head. (2) A previous budget allowance has been made. I am unable. to confirm that the conditions noted in the policy statement were met. Mrs. Gray has indicated, that she had discussed the course with Mr. Guiler, the former Town Manager, and subsequently with Mr. McIlroy, the former Town Clerk. She could not, however, • state with certitude that Mr. McIlroy had approved the course, and provided for it in the department's budget. Because of problems encountered in administering this policy, the Finance and Administration Committee, at its meeting of March 30, 1981, adopted Resolution #F-166-81, which directed; "That the Treasurer recommend to the next Finance and Administration Committee, a policy relating to educational courses, keeping in mind the budget restrictions of this municipality and at the same time, the desire to aid and encourage staff in development." As far as I am aware, a new policy has not yet been written with respect to educational courses. In this instance, I am satisfied that Mrs. Gray undertook the course of study to upgrade her skills solely for the benefit of the Town, and it has been duly noted, • that she passed all segments of the course. The cost associated with the Municipal Administration Course totalled $1,045.00 (see statement of expenditures and costs attached). Accordingly, I have no hesitation in recommending that Mrs. Gray be reimbursed, and the expenditure be charged to the Clerk's Department budget account 7005-001-000. Respectfully submitted, David W.
