Request for permission to hold a Race Meet
at the Fair on Sunday, September 12 1982

RECOMMENDATION:
1. This report be received; and
• 2. That the attached by-law be adopted authorizing the
holding of a "Race Meet" in conjunction with the Durham
Central Agricultural Society's Annual Fair;
3. That Mrs. Arline Ayre, Secretary/Treasurer of Durham
Central Agricultural Society, R. R. 4, Bowmanville,
Ontario, L1C 3K5 be so advised.

BACKGROUND:

It is respectfully recommended that:
By letter dated September 15th 1981, Mrs. Arline Ayre,
Secretary/Treasurer, Durham Central Agricultural Society
has written requesting that Council grant permission to
the Society, to hold a "Race Meet" in conjunction with
the Annual Fair in 1982. The Race P1eet would be on
Sunday, September 12th 1982 and would include pari-mutual
betting.
Mrs. Ayre has indicated, that race meets must be sanctioned
by various Federal and Provincial Ministryes, as well as the
Ontario Racing Commission and requires Council's approval
no later than October 15th 1981.
The holding of "Race Meets" in conjunction with the Annual Fair is
a regular event. Council has in previous years approved the
dl application and enacted a by-law to permit the event.

• The authority to sanction such events is granted to
municipal Council's by Provincial Statute: namely,
The Lord's Day Act, R.S.O. 1970.
This Act permits Council to approve the holding
of the Race Meet and to establish regulations related
to their hours of operation.
A copy of a by-law which would approve the Race Meet being
held on Sunday, September 12th 1981 is attached for Council's
consideration.
