'^~f~3 TOWN OF NEWCASTLE • Chairman and Members of the Finance and Administration Committee: Resolution #F-47-81 reads as follows: That the Clerk bring in a report to this Committee on how the election is operated, costs, pay for D.R.O.'s and Poll Clerks, etc. I wish to advise that Municipal Elections are governed by the Municipal Elections Act 1980. I should be glad to furnish any member of the Committee with a copy if they wish to peruse it. With regard to costs, Section 8 of the Act reads as follows: 1) Except where otherwise specifically provided by this or any other special or general Act, the cost of an election shall be borne by the municipality in which it is held. 2) The reasonable expenses incurred by a clerk or any other officer for printing, providing ballot boxes, ballot papers, materials for marking ballot paper and balloting compartments and for the transmission of packets, and reasonable fees and for allowances for services rendered under this Act or otherwise on account of an election shall be paid by the treasurer of the municipality to the persons entitled thereto. In the 1980 elections, the D.R.O.s and Poll Clerks were paid $50 and $35 respectively. This price was agreed in advance with the election workers and there were no complaints, neither were there any shortage of applications. $45 was paid for rent of each polling booth. The work turned out to 6e more onerous than expected, mainly because of the large number of candidates for the Hydro Commission. As of December 31 1980 the total cast of the election was $19,729.47 as compared to the budget of $23,000. As the members of the 1980 Council will recall, there was a saving made possible by the passing of a by-law which authorized one election card per householdinstead of sending one to each voter. I had no complaints directed to me except with regard to the Enniskillen polling place where a large number of the voters waited until the last minute to cast their ballots. ~ ,~/'"_ b s; ,. ~ y -2 Finance and Administration Committee: I shall be glad to appear at the Committee and answer any questions and receive any constructive suggestions which I should pass on to my successor.
