HomeMy WebLinkAboutCD-x-78 (OPA #52)S / Councillor Dykstra F, Members of the Planning $ Development Committee:- A Public Meeting was held at 7 p.m. on May 25th, 1978 in Court Room No. 1 to consider the following applications for amendment to the Official Plans:- (1) Mr. P. Papanikolopoulos: To permit the use of land for Commercial Development for take out restaurant and variety store. (2) Durham Estates: To permit the use of land for Estate Residential Development for 45 Lot Subdivision. The following were in attendance:- . Councillor R. Bruce Taylor, Chairman Councillor R. Dykstra, Chairman of Planning $ Development Committee Mayor Garnet B. Rickard - from 8 p.m. Mr. L. Kristof, Director of Planning G.F. Howden, Planner Ms. N. Forrest, Assistant Planner Mr. A.C.W. Guiler, Town Manager Mr. J. Sharpe, Regional Planning $ Development Department Mr. J.M. McIlroy, Town Clerk, Secretary Application No. 1 Mr. Howden and Ms. Forrest outlined the proposal. Mr. Papanikolopoulos and his Solicitor, Mr. C. Ewart spoke and drew attention to a petition signed by fifty-one (S1) residents of the area of the application. There were no questions or objections from the audience. Application No. 2 Mr. Howden outlined the proposal. The applicant was represented by Mr. Bruce Corbin, Mr. Geoffrey Pound and Miss Milena Protich who spoke on the proposal and answered questions. Comments and Questions Councillor Dykstra indicated that he was very familiar with the proposal and had no questions. Mr. Kristof said that he was very much in favour of such a proposal as the Town needs executive type dwellings to accommodate industrial expansion. Mrs. Ingleton, who owns property on Liberty Street, which abuts the proposed development, was concerned about the closeness of the road entering the Subdivision to her property. She was advised that it was sixty-two feet from her house. -z- Mrs. Ingleton was also concerned about the height of the house to be built to the West of her property which, if built on the existing Knoll, would infringe on her privacy. The developers indicated that this would be taken into account. Mr. Dennis Sadler asked who would be responsible for managing flood plain lands. Mr. Howden indicated that it would be preferable for the flood plain lands to be in private ownership, but with a restrictive covenant giving C.L.C.O.A. certain rights of enforcement. The Developers said it was their belief that C.L.O.C.A. would not be interested in owning such small property areas. Mrs. Pat Carruthers asked what kind of fence would be installed abutting the orchards and was advised that it would be subject to Ministry of Agriculture • standards and would extend southerly to the Fourth Concession if required by the Ministry of Agriculture. Mrs. Ingleton asked if there would be staging and was advised by Councillor Dykstra. that there would be three stages i.e. North, Centre and South.
