I •
RECOMMENDATION:
It is respectfully recommended:
1. That the Clerk's Report CD-12-81 be received;
2. And That Council establish a policy with respect to the ~~,~~' y Of
appointments to delegations wishing to address Council, or a Committee
of Council;
3. And Further That the resolution attached to report CD-12-81 be adopted as
Council"s Policy respecting delegations..
BACKGROUND AND COMMENT:
The Clerk's Department is responsible for the preparation of all agendas.
This includes the granting of appointments to persons wishing to address
Council or a Committee of Council on matters relating to areas of
municipal interest. During the past several months, the Clerk's Department
has made a concerted effort at regularizing this procedure. All persons
wishing to address Council or a Committee as a delegation have been asked
to make their request for an appointment in writing. This procedure enables
the department to advise members of .Council and staff of the subject, and
provide them with an opportunity to refresh their memories with respect to
the matter at issue.
Generally, the procedure has worked well. However, there have been a
number of occasions when as many as four or five appointments have been
granted almost at the eleventh hour.
While I would not suggest that the practice cease, it is appropriate from
a control and organizational point of view, to develop a policy which
provides the same opportunity to all persons wishing to appear as delegations.

a policy with respect to the appearance of delegations
before Council or a Committee of Council which re-
inforces and supports this democratic process;
J
