Minutes of a special meeting of Council
held on Friday, August 14, 1987, at 9:00
a.m., in Court Room #2
Roll Call Present Were: Mayor J. Winters

The Mayor called the meeting to order at 9:10 a.m.
The purpose of the meeting is to discuss the water problems
in the Courtice Area of the Town of Newcastle.
Dennis C. Hefferon, Walker,Poole, Milligan, Suite 1800, 700
Bay Street, Toronto, M5G 1Z6, advised Council with respect
to the Town's current standard subdivision agreement format.
Mr. Heffron identified the problems and recommended some
solutions.

Amend Subdivision Moved by Councillor Hubbard, seconded by Councillor Cowman
Agreement
THAT Council authorize Dennis C. Hefferon, of Walker, Poole,
Milligan, in conjunction with the Director of Planning, to
prepare an appropriate amendment to the Town of Newcastle's
Standard Subdivision Agreement to deal with the issue of
interim water supply where well dewatering occurs.

Regional Staff
THAT Dennis C. Hefferon of Walker, Poole, Milligan, and the
appropriate staff be authorized to communicate with Regional
Staff with respect to the water problems in Courtice, to
address the issue of responsibility, obligations, future
action, and the Town's position on the subject of dewatering
in Courtice.

Application to the Moved by Councillor Cowman, seconded by Councillor Wotten
Province for
Funding Assistance WHEREAS the Town of Newcastle has identified a significant
problem relative to the water table:disturbances due to
development related construction activity in the Courtice
Urban Area;
AND WHEREAS this situation, together with identified well
contamination problems, has further emphasized the need for
a resolution to the problem;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation
of the Town of Newcastle hereby requests the Ministry of the
Environment(Ontario) to provide a ruling on the eligibility for
funding assistance for the Region of Durham to engineer and
undertake the installation of municipal water services to
existing residential areas within the defined project area
of the Courtice Urban Area.

Retain Hydrologist Moved by Councillor Hamre, seconded by Councillor Cowman
On Behalf of The
Town THAT the Town of Newcastle immediately retain an hydrologist
to review the existing monitoring data and to provide an
assessment of present complaints which are likely
attributable to development activity and those likely to
be due to natural or climatic conditions and if possible,
establish a likely baseline for water table prior to 1980
when Regional Water & Sewer Construction occurred.
